After the two-generation study was published in 2001, the U.S. EPA published their draft recommendation in the Federcd Register (2003). This is known as a draft rule, which then goes out for public comment. Once comments are received, they reevaluate the draft, make appropriate chcmges, cmd then publish a final rule.
