Statutory inspection of some key equipments has become due, and it is necessary to stop the plant, overhaul and repair (wherever necessary) and present to authorities for annual inspection as per the law, e.g. steam-generating boilers, pressure vessels, electrical installations, and safety devices.

The plant management must get the safety valves, mpture discs, their installation, pressure release setting of these devices, vent lines, etc., inspected and approved by statutory inspecting authorities in their respective countries. There shall be full compliance with the instmctions received from such authorities. No existing statutory requirement on safety shall be violated. 

External insulation and cladding may have to be done by purchaser after statutory inspection is carried out. It shall be the responsibility of the vendor to get statutory approval for the entire set-up (boiler and accessories). Erection and commissioning of the boiler shall also be the responsibility of the vendor. 

Safety valves on the air receiver shall be set as instructed by the statutory inspection authority so as to ensure safely of all personnel. Minimise frequent unnecessary blow oflF from safely valves (which can waste compressed air and hence power also). Regularly monitor condition of compressed air pipes and immediately attend leaks. 

Insurer s engineers carry out statutory inspections within the poHcy. 

A programme to prevent business interruption can include planned lubrication, planned preventive maintenance, condition monitoring, statutory inspections, machinery replacement programmes, availability of key spares, identification of key machines, processes, areas, personnel etc. within the organisation, continued supply of raw materials, minimisation of production bottlenecks, and highlighting dependencies on specific items of plant, suppliers, customers, personnel, and/or public utilities (e.g. gas, electricity). 

Engineer surveyors - insurance company personnel undertaking statutory inspections of boilers, pressure vessels, lifting tackle etc. They are employed by the organisation as competent persons. ... 

Indeed, a planned maintenance system is essential to the continued safe operation of a range of plant and equipment, as well as meeting both general and specific legislative requirements — e.g. statutory inspections. 

Apart from statutory inspections, cranes should be inspected regularly by the user s own staff and preventative maintenance schedules followed. Records should be kept of these checks and of any work done, especially if it is in response to a statutory inspection requirement. 

Plant that is subject to periodic statutory inspections includes lifting plant for both goods and people and associated ancillary components, boilers, pressure vessels, power presses, extract ventilation plant and some electrical installations in special situations. A list of the principal Regulations containing plant inspection requirements is given in Table 29.1. 

The position regarding the statutory inspection of pressure vessels is changing from the requirements developed under the FA to new requirements contained in new Regulations made under the HSW. Since these two sets of requirements will run concurrently for the transition period up to 1 July 1994 they are dealt with separately below.

A thorough examination is a detailed visual examination, both stationary and under working conditions, carried out as carefully as the conditions permit in order to arrive at a reliable conclusion as to the safety of the plant or machinery and hence an assurance that the operation of the plant will be safe until the next statutory inspection. 

The reports of the statutory inspections must be kept readily available for inspection by the enforcing authorities. Where needed as working documents, photocopies of the report should be used so that the original can be kept as a master copy in a central file. 

The chapter has endeavoured to cover the principal statutory inspection requirements in the UK that are likely to be of concern to occupational safety advisers. Certain areas have not been covered, such as the inspections of gasholders under the Factories Act, excavations and builders hoists under the Construction Regulations nor the slightly differing requirements in Eire, Northern Ireland, the Channel Islands and the Isle of Man. 

Excavations, scaffolds, working platforms and other equipment for working at height require specific statutory inspections, normally carried out by competent people on the site. For details see Chapters 8 and 9. 

This will depend on the level of risk and any statutory inspection requirement. Directors may be expected to examine the premises formally at an annual audit, while site supervisors may be expected to carry out inspection each week. Senior managers should regularly monitor the health and safety plan to ensure that objectives are being met and to make any changes to the plan as necessary.

Where an assessment has identified an expostue level above the workplace exposure limit (WEL) for the substance, then xmder a hierarchy of preferred controls, LEV equipment must be installed wherever practicable, as opposed to providing personal protective equipment, as the means for reducing the employee s exposure. Such equipment must be properly used by the operator and visually inspected for obvious defects. Fiuther, the employer must ensure that the equipment is maintained and the statutory inspections are carried out. As a part of this inspection it may be necessary to monitor the working environment by air sampling to ensiue that the plant is continuing to operate effectively. 

The reports of the statutory inspections must be kept readily available for inspection by the enforcing authorities. 

Special attention should also be paid to the selection of materials and to the coolant chemistry, which also make an important contribution to the reliability of the steam supply system for the nuclear plant. The compatibility of materials and coolant, which is of the utmost importance to minimizing the amount of maintenance, repair and statutory inspection necessary for primary circuit components, should be given careful consideration. Only those materials should be used that have been shown to be compatible with the coolant under the conditions (of temperature of coolant and material and coolant composition) that will prevail in the reactor. A specific concern is the possible occurrence of intergranular stress corrosion cracking.
