The following sections include the relevant sections of the complete Act and indicate those parts of the legislation within the different plant categories to which the inspections provided by the independent engineering inspection companies will conform. It should, however, be appreciated that while the inspections provided will fulfill the statutory requirements for inspection, the actual responsibilities under the various Acts to conform remains the responsibility of the plant owner/user. It must be appreciated that the interpretation of any Act is a matter for the local Health and Safety Inspectorate, who should be consulted at all times if doubt exists as to whether any item of machinery and plant requires inspection to comply with a statutory provision.

In the United Kingdom, though not a statutory requirement, all conventional pressure vessels for use in the chemical and allied industries will invariably be designed and fabricated in accordance with the British Standard specification for fusion-welded pressure vessels, BS 5500 or an equivalent code, such as the American Society of Mechanical Engineers code. Section VIII (the ASME code). The codes and standards cover design, materials of construction, fabrication (manufacture and workmanship), inspection and testing and form the basis of agreement between the manufacturer and customer, and the customer s insurance company. 

All such inspections shall be regularly done in-house or by appointing licensed engineers and offered for inspection by statutory authorities (factory inspector, electrical inspectors, boiler inspector, etc.) on the scheduled dates. 

Insurer s engineers carry out statutory inspections within the poHcy. 

Some possible consequences of poor product quality are unacceptable, and the corresponding items should be identified by review of criticality if they have not already been identified by the process technology package or by statutory regulations. Clearly these items must be inspected to certain standards, and the engineers should ensure that the items are known and the standards are defined. Pressure vessels are an example.
