Safety community responsibility

Twelve process safety elements have been identified as important in the context of plant design, construction, start-up, operation, maintenance, modification, and decommissioning. This does not include personnel safety, transportation issues, chronic releases to the environment, or community response, which are separate and important issues. Process safety management must deal with each element. Even the best companies, with the best safety records, have room for improvement. [Pg.95]

Community activity in the nuclear field is based on the provisions of the Euratom Treaty of 1958. This treaty and developments from it have been primarily concerned with promoting nuclear research and development. Although there has also been activity in the field of design safety criteria, worker and public dose limits and responses to incidents, after Chernobyl the Community found, for example, that it had no provisions in any existing Directives specifying limits to the radioactive content of foodstuffs. Furthermore, the Commission s attempts to coordinate a Community response after Chernobyl showed that there were major differences in sampling practices, reporting of results, etc., between member countries which made harmonisation of responses difficult. [Pg.78]

The safety community has the responsibility for providing the staff support to know, teach, and apply the specific system safety tools and techniques and to help establish and monitor system safety programs. [Pg.21]

The safety community provides expertise in hazard identification, analysis, and control techniques. TTie safety representative may serve as the primary advisor to the chairperson in articulating system safety goals, tasks, and responsibilities. All of an organization s written safety policies, standards, and procedures applicable to its operations. This typically includes corporate safety policy, management and employee responsibilities, safety rules, incident management, training, records, audits and inspections, disciplinary policy, incentive or motivation, and safety communication and committees. [Pg.265]

Industry. Industrial plant managers from either state-owned or private companies are responsible for safety and accident prevention in their operations. They prepare specific emergency measures within the plant and review their application. But their responsibilities do not stop at the boundary fence. As leaders of industrial growth and development, they are in the best position to interact with leaders of local authorities and community groups in order to create awareness of how the industrial facility operates and how it could affect the environment and to help prepare appropriate community response plans in the event of an emergency. The involvement and active participation of the plant s workforce is also very important. [Pg.52]

Thus, the plan of action must be well crafted to convince management of the value of making the changes proposed—avoiding injuries to employees, good business, waste reduction (think lean), personnel relations, and fulfilling community responsibility. It is much, much easier for me to write all this than it will be for safety professionals to get it done. Changes in culture are not easily accomplished. Leadership was clearly lacking during the emergency. For example, the decision to load the lifeboats with women and children first caused many delays which in turn resulted in many needless deaths. This is the Process Safety Management (PSM) standard. OSHA originally promvdgated the PSM standard in 1992 in response to a number of catastrophic chemical-release incidents that occurred worldwide. The incidents spvu-red broad recognition in the safety community that accidental releases of highly hazardous chemicals can result in multiple worker injuries or fatalities. The main objective of the PSM standard is to prevent or minimize employee exposure to the hazards associated with uncontrolled releases of highly hazardous chemicals. [Pg.189]
