Risk assessment information

All Monsanto PMN s submitted to date have voluntarily included information beyond that mandated by the act. This has, in some cases, included Material Safety Data Sheets, Label information, details regarding the industrial hygiene programs in the proposed manufacturing site(s), risk assessment information and other related information. While this information is not mandated, we believe in most situations it is to our benefit to assist the agency in this way. 

Decision-making process involving considerations of political, social, economic, and technical factors with relevant risk assessment information relating to a hazard so as to develop, analyze, and compare regulatory and non-regulatory options and to select and implement appropriate regulatory response to that hazard. 

Risk management A decision-making process that considers political, social, economic, and technological information in conjunction with risk assessment information to select an appropriate response to a particular problem. 

For excellent summaries of general exposure and health effects data for 243 substances, see the California Air Resources Board report (1997b). Each summary describes the physical properties, sources, and concentrations both outdoors and indoors, atmospheric persistence, health effects, and other risk assessment information.

The allocation of responsibilities for carrying out risk assessments of substances under the old system was also problematic, with the burden placed on public authorities rather than the enterprises that manufactured, imported or used the substances. Moreover, the risk assessments were required to be comprehensive rather than targeted and use-specific, resulting in a lengthy assessment process. By 2006, only 141 high-volume chemicals had been identified as priority substances for risk assessment. Information on uses of substances under the old system also tended to be incomplete, as only manufacturers and importers of chemicals were required to provide information, whereas downstream users (industrial users and formulators) were not, with only few exceptions.

Risks associated with the ingestion of contaminated dust have been estimated by Butte and Heinzow [85] using the chronic oral reference dose available from the US-EPA Integrated Risk Assessment Information Service [156]. With a focus on small children (age 1-6 years, mean body weight 16 kg) and a daily intake of 100 mg house dust [24,83] tentative benchmarks for house dust were calculated. The assessment indicated for chlorpyrifos, DDT and diazinon that the tolerable exposure concentration in house dust might be exceeded in some samples and chlorpyrifos especially can be considered a potential hazard to householders.

Due to the data missing for the phenomenological models and the fact that these models are mostly not verified, the empirical and semi-empirical models are probably the best for the rapid practical applications required in risk assessments. Information in Tables 1 and 2 are data based on full scale fire tests carried out from approximately 1990 to present.
