Response action plans

U.S. EPA has issued regulations and guidance primarily focusing on double liners and LCRSs.6 7 Several Federal Register notices and guidance documents have been published by U.S. EPA in this area.8-11 U.S. EPA also issued final regulations for double liners and for LDSs, including construction quality assurance (CQA) and response action plans.12-14...

An action plan shoiild be developed by the appropriate personnel of the audited facility to address any deficiencies stated in the audit report. Action plans should state what is to be done, who is responsible for getting it done, and when it is to be completed. Ration e for not taking any action for any of the stated deficiencies should also be documented. The action plan is an important step in closing the audit process. 

In the first stages of the development of an Action plan all control options are considered. In the case of lakes, this process is aided by a PC-based expert system , PACGAP, which looks at the physical and chemical characteristics of the lake to determine the most likely option for control. Once further, more detailed information has been collected on the lake s nutrient inputs and other controlling factors, amore complex interactive model can be used (Phytoplankton Response To Environmental CHange, PROTECH-2) to define the efficacy of proposed control options more accurately. This model is able to predict the development of phytoplankton species populations under different nutrient and stratification regimes.

The community HAZMAT emergency response plan can be a valuable source of information in developing site-specific emergency response plans and emergency action plans as required by HAZWOPER. 

To maintain adeqnate site control, the site safety and health snpervi-sor mnst have the anthority to enforce the SSAHP s rnles on any individ-nal present at the site, whether that individnal is an employee or an ontside contractor. If there is more than one SSAHP (i.e., if each contractor develops its own), OSHA considers it essential that the plans he integrated and enforced consistently to ensnre that on-site personnel have a clear nnder-standing of safety and health expectations, lines of anthority, and emergency response actions. 

An emergency action plan is established and implemented for the entire plant in accordance with the provisions of 29 CFR 1910.38(a) and may be subject to the hazardous waste and emergency response provisions contained in 29 CFR 1910.120 (a), (p) and (q). 

An Emergency Action Plan should be established, assigning an emergency control center and appropriate personnel for emergency response. Drills should be carried out to assure all personnel are familiar with these plans. 

The development of tlie emergency planning and response actions under CERCLA is based primarily on a national contingency plan that was developed under the Clean Water Act. Although the actions of CERCLA liave the capabilities to handle haziirdous and toxic releases, tlie act was primarily directed tow ard the cleanup of abandoned haztirdous waste sites. 

Starting therapy at home allows for rapid initiation and early assessment of response. Patients should follow their written action plan as symptoms intensify or lung function deteriorates. Corrective actions, in a general sense, are the steps taken by a company in response to recognition of a process safety deficiency, either through audit findings or by other means. Some actions may be taken immediately upon notification of a problem, deficiency, or uncontrolled hazard, while other actions may be longer term and require action planning (CCPS1989). 

A short synopsis of the overall emergency management structure, how other industrial emergency response, contingency, and risk management plans fit into the ERP for chemical emergencies, and applicable policies, procedures, actions plans, and reference documents should be cited. Policies should include interconnect agreements with adjacent communities and just how the ERP may affect them. 

When nonconformances occur, the corrective action plan is activated. Anyone seeing the need for corrective action is responsible for reporting the problem to the proper supervisor or manager. Merely correcting the particular unsatisfactory product does not achieve corrective action. If possible, the root cause of the unsatisfactory condition is determined, and a proposed remedy is put in place. The effectiveness of the corrective action is verified. 

The report should document any corrective action or change that is required to make the software acceptable. Corrective action plans should document responsibilities and the rectification date, and where applicable record the change control reference number. Resolution of any problems should be reported under the DQ. 

The purpose of the Corrective Action Plan is to define the overall activities, schedule, costs, and responsibilities necessary to guide the development and implementation of technological and procedural controls to bring the systems into compliance with Part 11. The plan should identify any existing technological/procedural controls that may be modified or new technological/procedural controls that need to be implemented in order to ensure that the regulatory requirements are completed in a consistent and uniform manner. The remediation action items identified in the Part 11 assessment should be documented in a detailed implementation plan.
