The combination of deterministic and probabilistic procedures in the evaluation of plant safety has been realized in the "approach oriented to safety objectives". This method verifies plant safety via the achievement of so-called "safety objectives". The standard to be issued by the German Nuclear Technology Committee, "KTA 2000", intends to establish the framework conditions for such an approach oriented to safety objectives. In Bavaria, this approach has already been applied to all nuclear power stations during periodical safety inspections (PSI).

Periodic Safety Inspections (PSI) which from their conception are carried out on the basis of an approach oriented to safety objectives are essential tools for integral plant safety evaluation. Hazard identification and control are important aspects of safety in a laboratory. Most hazards in a laboratory environment involve either unsafe conditions or behavior. Conditions can be controlled through proper analysis and inspection of the work environment, and implementation of controls to reduce or eliminate the exposure to these hazards. A formal job hazard analysis, where individual tasks are observed, broken down into their individual components, and analyzed for existing and potential hazards is necessary for hazard identification and corrective action. This activity must be followed by periodic formal inspections and hazard assessments.

Corrective maintenance is carried out after failures and intends to put the system back into function with the minor delay. Otherwise the system will not be available when needed. 

Periodic, scheduled facility safety inspections are essential in any operational area, especially where hazardous tasks are performed on a regular basis. Compliance with safety inspection requirements should not be difficult to accomplish since similar requirements should already exist in an established occupational safety program. The facility inspection encompasses all facets of daily operation and considers the human-machine interface a primary candidate area for potential mishaps. Frequent facility inspections are an excellent method of maintaining current awareness of facility conditions and how those conditions affect, or might affect, the safe operation of that facility. A system should be in place to ensure implementation of corrective actions and to track repetitive items. Results of inspections should be properly documented and accountability for discrepant items appropriately determined and assigned in order for the inspection process to be effective. If properly performed, the facility safety inspection is an excellent tool in the overall success of the system safety function.

Periodic site safety inspections involve supervisors... 

At many active workplaces, daily site inspections are performed by the supervisor in order to detect hazardous conditions, equipment, materials, or unsafe work practices. At other times, periodic site inspections are conducted by the site safety and health officer. The frequency of inspections is established in the workplace safety and health program. The supervisor, in conjunction with the safety and health officer, determines the required frequency of these inspections, based on the level and complexity of the anticipated activities and on the hazards associated with these activities. In a review of worksite conditions/activities, site hazards, and protecting site workers, the inspections should include an evaluation of the effectiveness of the company s safety and health program. The safety and health officer should revise the company s safety and health program as necessary to ensure the program s continued effectiveness. 

Safety inspections of the jobsite will occur periodically every (Insert Frequency), when conditions change, or when a new process or procedure is implemented. These inspections should focus on the identification and correction of potential safety, health, and fire hazards. Individuals should use the site evaluation worksheet when conducting jobsite safety inspections. In addition, the safe work procedures should be reviewed by personnel conducting safety inspections of the jobsite.

A review of the fire safety systems should also be undertaken as part of an ongoing programme to ensure that the fire alarm and detection systems, etc. are kept fully functional and that where third parties are used to undertake periodic testing, inspection, cleaning, etc. that they are providing the required level of service to meet the organisation s statutory responsibilities.
