All the physical components worked exactly as intended, except perhaps for the IFF system. The fact that the Mode IV IFF gave an intermittent response has never been completely explained. Complications also arise in determining whether the pilots followed the rules of engagement (ROE) specified for the no-fly zone, because the ROE are not public and the relevant section of the Accident Investigation Board Report is censored. Other sources of information about the accident, however, reference clear instances of Air Force pilot violations of the ROE.
