Jobsite Safety Inspections

Safety inspections of the jobsite will occur periodically every (Insert Frequency), when conditions change, or when a new process or procedure is implemented. These inspections should focus on the identification and correction of potential safety, health, and fire hazards. Individuals should use the site evaluation worksheet when conducting jobsite safety inspections. In addition, the safe work procedures should be reviewed by personnel conducting safety inspections of the jobsite.

Safety audlts/lnspectlons of the jobsite will be conducted, usually on a monthly basis, when conditions change, or when a new process or procedure is implemented. The inspections are to Identify and correct potential safety and health hazards. A standard site evaluation worksheet (see examples In Figure 7.5 and Appendix D) will be used to conduct these jobsite safety inspections. Safe operating procedures will be used to determine the effectiveness of safety and health precautions. These audlts/lnspectlons are to be used to improve jobsite safety and health.

Safety professionals should be aware that the EEOC can make an on-site investigation at the company or organization s business site.t Safety professionals should be aware that most on-site investigations are scheduled in advanced and utilized by the EEOC investigator to become acquainted with the worksite as well as any specific job which is at issue. Safety professiouals iuvolved in an on-site visit should, as with an OSHA inspection, exercise caution thoughout the visit and especially when providing stat ents or explanations about the jobsite or job functions to the EEOC investigator. 

To qualify for a Focused Inspection, the project safety and health program/plan will be reviewed and a walk arormd wiU be made of the jobsite to verify that the program/plan is being implemented. 

The time is 6 a.m. and Mike, the lead safety person, is the competent person for excavations on the jobsite. His job is to inspect every excavation on a daily basis. Mike likes to get to work early and check the excavations before the other workers arrive. His assistant, Nathan, is also on the jobsite doing some prehminaiy excavation safety work. 

OSHA cited a Georgia contractor with six workplace safety violations and proposed 124,250 in penalties. The citations came after an OSHA compliance officer observed company employees working in a trench without cave-in protection at a jobsite. As a result of the inspection three wdlfid violations and three serious violations were issued.

The written safety and health program establishes procedures and responsibilities for the identification and correction of workplace hazards. The following activities can be nsed to identify and control workplace hazards hazard reporting system, jobsite inspections, accident investigation, and expert audits. 

The use of workplace inspections makes it necessary to have or develop written safety and health audit instruments. These instruments need to be tailored to meet the specific needs and intended purposes. Those using audit instruments need to be trained on their use and application. This means that they should be able to identify the hazards that are recorded on the audit form and must understand the workings of the workplace, process, equipment, etc., that they are to audit. These completed instruments are a record and documentation of one facet of your safety and health effort. A written sample safety and health audit policy is found in Figure 7.4. In Figure 7.5, you can find a sample jobsite inspection that can be altered and tailored to meet the unique needs of a particular company. 

Occupational Safety and Health Administration s (OSHA) construction standards (29 CFR 1926) require every employer to designate competent persons to conduct frequent and regular inspections of the jobsite, materials, and equipment. 

The Occupational Safety and Health Administration (OSHA) of the U.S. Department of Labor has the primary responsibility tor administering the Act. OSHA issues occupational safety and health standards, and its Compliance Safety and Health Officers conduct jobsite inspections to help ensure compliance with the Act.
