Fire safety systems

The fully developed fire is affected by (a) the size and shape of the enclosure, (b) the amount, distribution and type of fuel in the enclosure, (c) the amount, distribution and form of ventilation of the enclosure and (d) the form and type of construction materials comprising the roof (or ceiling), walls and floor of the enclosure. The significance of each phase of an enclosure fire depends on the fire safety system component under consideration. For components such as detectors or sprinklers, the fire development phase will have a great influence on the time at which they activate. The fully developed fire and its decay phase are significant for the integrity of the structural elements. 

Survivability of Safety Systems - An estimation of the ability for safety systems to maintain integrity from the effects of explosions and fires. (Safety systems may include ESD, depressurization, fire protection - active and passive, communication, emergency power, evacuation mechanism, etc.). 

The facilities shall have a fire safety system which is tested periodically and shown to be functioning and effective.

The plant s fire-safety system fully meets the requirements of the Fire Standards and Regulations for the Design of Industry Extraction Facilities which the deputy minister for medium machine-building approved on June 30, 1986, and which were consented to by the heads of main administrations and the Main Administration of Fire Protection of the USSR Ministry of Internal Affairs. 

The US Federal Aviation Administration (FAA) has studied the fire behaviour of the engineering plastics that are now used as cabin materials. These would have a significant effect on postcrash fires that can pose the most serious threat to passenger safety. The results form part of a flammability and smoke properties database and create a benchmark for new fire safety systems. 

False alaim - an unwanted fire signal resulting from a deliberate operation of a fire safety system, the unintentional electrical actuation of a fire safety system, or the actuation of a fire safety system with good intent (believing there to be a fire). 

This section is also very important when considering fire risk, particularly that which relates to the fire retardant nature of products or installing fire safety systems.

The above management responsibilities may well be assigned to a number of persons within an organisation. Training records, for instance, may be the responsibility of the human resources department and the maintenance of fire safety systems records may rest with the facilities management or property services department.

The periodic inspections of fire safety systems are likely to be recorded within the fire log book and will be considered as part of the proactive monitoring programme, particularly as the items form a critical component of the workplace precautions or control measures that reduce the overall risk in relation to fire. 

It is very likely that if technical systems are to be included in part of the audit process that appropriate qualified engineers may be required to provide additional information on fire safety systems. 

The potential for a lack of understanding of unfamiliarity, particularly where complex technical fire safety systems or processes are involved. 

The effectiveness of any automatic fire safety systems to ensure that they remain suitable given any change in usage, activity or layout of the premises... 

A review of the fire safety systems should also be undertaken as part of an ongoing programme to ensure that the fire alarm and detection systems, etc. are kept fully functional and that where third parties are used to undertake periodic testing, inspection, cleaning, etc. that they are providing the required level of service to meet the organisation s statutory responsibilities. 

A review of the fire log book and other documentation relating to fire safety systems is likely to indicate specific component failures, which can then assist in identifying an appropriate replacement programme. 

Schematic diagrams of fire safety systems, e.g. emergency lighting, fire alarm detection systems, etc. 

Maintenance, inspection, testing, cleaning arrangements for building services such as fire safety systems, fire doors, etc. 

Building/area specific information such as The number of storeys, the nature of construction, the means of escape, activities being undertaken Fire safety systems in situ such as fire alarm detection, sprinklers, smoke extractlon/ventllatlon, etc. Landlord s name Number of persons who may resort to the premises... 

Records should include reviews of the fire risk assessment [9(3)], fire safety policy, procedures or arrangements [11.(1)(c)], training records, drills, certificates for the Installation and maintenance of any fire safety systems or equipment. The inspector can demand to see the records.
