These compare well with the elements from the Priorities for action National profiles, national action plans and incorporating chemical safety issues in national development plans. In addition, the Priorities had an element of access to information on capacity building involving the development of an Information Exchange Network on Capacity Building for the Sound Management of Chemicals. This element was transferred to the Secretariat of SAICM (SAICM 2010). 

The Stockholm Convention plans are likely to be the core of the work on national action plans that began after SAICM was adopted in 2006. Preparatory work has been started in about 60 countries, with funding mainly from the Quick Start Program. The preconditions are, thus, significantly more favourable than those that prevailed after Agenda 21 in 1992.

Despite the results achieved the level of information in the population concerning the health consequences of iodine deficiency and the purpose of applied prophylaxis with salt iodine fortification is not yet sufficient. The development of tlie emergency planning and response actions under CERCLA is based primarily on a national contingency plan that was developed under the Clean Water Act. Although the actions of CERCLA liave the capabilities to handle haziirdous and toxic releases, tlie act was primarily directed tow ard the cleanup of abandoned haztirdous waste sites. 

Both removal and remedial actions may be carried out at the same site. To accomplish these tasks, CERCLA has given cleanup authority to U.S. EPA, has established the Hazardous Substance Response Trust Fund (Superfund) to finance the remedial actions at CERCLA sites, has initiated a procedure for the emergency response to accidental spills, and has imposed cleanup liability on those responsible. The National Contingency Plan (NCP) was developed in 1982 and in 1985 as the regulatory framework to guide these responses.

This shift requires considerable education and training of the workforce and, in combination with possible mass production by 2020, necessitates early political action because of the required gradual build-up of manufacturing capacity and skilled labour. Further research work is necessary to analyse today s weak and strong aspects of the education system in European countries and to develop an action plan for adaptation to the new requirements. This analysis should take into account the demographics of the European nations, which is an important factor. Will Europe be able to find the necessary skilled labour such as engineers and technicians or will they import skilled labour from countries like China and India ... 

First of all, the CERCLA requires all hazardous waste releases over a prescribed threshold, known as reportable quantities (RQs), to be reported to National Response Center. Action is taken from that point to determine if it will be a CERCLA site. The CERCLA also established development of a National Contingency Plan. This plan includes all procedures for handling hazardous waste in the United States. The act also requires the creation of an uncontrolled hazardous waste site ranking system (HRS). The HRS determines if a site should be placed on the National Priorities List (NPL), which is a list of all the Superfund sites.

The plan may accommodate early action and shall contain information on the manner in which early action is taken into account. Benchmarks derived from reference documents concerning the best available technologies may be employed by Member States in developing their National Allocation Plans, and these benchmarks can incorporate an element of accommodating early action. 

Individual EMS members could and did. Lederberg, for example, was on the board of directors of the National Resources Defense Council. Because he was not formally among the EMS leadership, his opinion about whether he favored an action plan was not recorded in the EMS Council Meeting minutes.
