Capacity-building

If the Safe System is to be implemented effectively, it needs to be understood and accepted by frontline staff, not just their managers. Such staff comprise traffic engineers, infrastructure engineers, police, town planners, transport planners, vehicle engineers, educators, and many others across the full range of agencies whose work directly impacts upon traffic safety performance. 

In particular, transport agencies responsible for road system design, construction and maintenance, and traffic operations should ensure their staff understand, accept, and apply Safe System principles. In the short term, this will require the conduct of regular in-service training, and in the longer term, the inclusion of appropriate units in undergraduate courses.

Committed leadership involves not only helping build a public constituency for a sea change in effort, but also exerting pressure to build the institutional capacity for such a change to be realised.

Certainly a wise solution to contrast such a flood of absurdities is to invest in multidisciplinary research and intense demonstration, and parallel activities of capacity building with the active participation of the stakeholders. When convinced producers become the sentinels of environmental quality obvious and durable advantages on the ground of social and environmental impacts will be achieved.

The support of increased capacity building of personnel, resources and infrastructures is required with a particular emphasis on young scientists and female- scientists. 

More concrete information is required on the substances actually used in the illicit manufacture of methylenedioxymethamphetamine (MDMA, commonly known as Ecstasy) and on the methods of diversion of the acetic anhydride used for illicit heroin manufacture in Afghanistan. Those situations must be addressed in the near future and, for example, a limited-time operation for monitoring the international trade in safrole will be launched shortly under Project Prism. The Board is also participating in capacity-building exercises in Afghanistan under Operation Topaz.
