Air quality monitoring in Poland is performed by The State Inspeetorate for Environmental Proteetion SIEP (within the stmcture of the Ministry of Environmental Protection, Natural Resources and Forestry) with its provincial (voivodship) branches VIEPs The State Sanitary Inspectorate SSI (subordinated to the Ministry of Health and Social Welfare) with its provincial branches VSIs industrial plants or companies and research institutes, foundations, etc. 

In accordance with the Statute of the State Inspectorate for Environmental Protection (SIEP), the Chief Inspector of SIEP plays the co-coordinative role within the State Environmental Monitoring Programme. The State Sanitary Inspectorate (SSI) is responsible for air quality assessment from the viewpoint of health and hygiene requirements. The authority responsible for official data on national emissions into air is the Department of Environmental Protection in the Ministry of Environmental Protection, Natural Resources and Forestry (MoE). Air quality monitoring data are used at national, voivodship (provincial) and local levels. 

Since the pollutants from automobiles have greatly increased with the rapid increase of automobiles in recent years in China, the Ministry of Environmental Protection of China decreed the first regulation controlling pollutants from automobiles in 1983. Successes have been scored in some large cities in the implementation of the regulation in their battle against pollution. The catalysts currently used for this purpose are mainly those containing noble metals of Pt, Pd, Rh etc. But it would be valuable to develop non-noble metal oxide catalysts in view of the rich resources and low cost in China.

The Chemical Registration Center of the State Environmental Protection Administration (CRC-SEPA, later the Chemical Registration Center of the Ministry of Environmental Protection, MEP) began to inventory existing chemical substances manufactured in or imported into the People s Republic of China in 1992. The first edition of the Inventory of Existing Chemical Substances in China (lECSC) included chemical substances that were manufactured, processed, or used inside China, or imported from outside China for commercial purposes during the period from January 1, 1992 to December 31, 1994 [124]. CRC-SEPA stated the purpose of the inventory as follows [124, p. 3] ...
