Five year plans

The US Department of Justice (1999) seeks to support the Application of principles of science and technology to understand problems of crime , and in particular has developed a five-year plan to encourage development of cutting-edge molecular biology methods and tools . 

But this was not significant, really — "Four Year Plan" and "Five Year Plan" were common expressions of the time.. . . Russia had desired a close co-operation with I.G. Farben in the expansion of the Russian chemical industry. The Russians sent a commission in the year 1934 to Germany. I knew the Russians somewhat before, from negotiations in the nitrogen and dyestuffs fields.

This figure is given in the official five-year plan (1946-1950). It includes coal hydrogenation, but also shale processing a more recent estimate (416c) indicates that Soviet synthetic oil production, both by the Fischer-Tropsch process and by coal hydrogenation, has reached 2-3 million tons per year. 

Russia turned up at Geneva that same year of 1955 with more than hollow promises. Alongside our full-scale 4 swimming-poor nuclear reactor which we had flown to the Conference for exhibition, the young Russian scientists presented a model of her first "commercial power reactor which, they said, had been in operation for more than a year. Not far from Moscow it had fed 5000 kilowatts of electrical energy into farms, factories and homes on a modest experimental scale. The new Soviet Five Year Plan calls for the completion by 1960 of several atomic energy plants with a total capacity equal to that of the United States and England combined. These are to be built mainly in the European part of the Soviet Union where coal and other fuel are in short supply. 

What is remarkable, then, is the quality of the contribution he made in his decades as a philosopher. Actually, his first book on a nonscientific theme was being conceived in the 1930s when he attacked the Russian economic system and at the same time confironted the leading British social scientists of his day, Sydney and Beatrice Webb, who d published a learned volume explaining how the Soviet five-year-plan constituted a superb innovation and was bringing prosperity to the USSR. My father took this thesis apart in a series of essays, which became a book in 1940, that went far beyond economics and inquired why it was that British liberals, the so-called Fabians, were so careless of the freedoms that they enjoyed the book was called The Contempt of Freedom. It was an influential book and... 

Collecting Tanzanians into villages was seen from the very beginning as a necessary step in establishing completely new forms of agricultural production in which the state would play the major role. The first five-year plan was explicit.

The overall planning concerning the amounts of moneys to be invested in each industry is under the direction of a central planning board. The country operates under five-year plans which are prepared by this board and presented to the parliamentary body for ratification. There have been five plan periods plus a sixth plan which is being prepared currently (17, 18),... 

The sixth five-year plan (18) shows a planned increase of sulfuric acid production to 3,790,000 metric tons per year. This is an increase of 44%. 

Fertilizer. Fertilizer continues to be a critical need for the progress of India (21, 22, 23, 24). All fertilizer production is of modem origin with very little production occurring before 1961. Most of the manure is used as fuel so that there has been little use of fertilizers within India. In India, the application rate is only 13.2 kg/ha as contrasted to the 47.4 kg/ha in the world as a whole. This means that the production levels of fertilizer are going to have to increase dramatically in the future. A large portion of investment in the next five-year plan will be in fertilizers. The production of total fertilizer content (N, P, K) in 1961 was 347,000 tons, by 1977 it was estimated to be 2,430,000 metric tons. The largest problem with fertilizers is a very low utilization factor. In 1977, this was less than 55%.
