Letters of intent

Letters of intent can be the cause of problems, and there are varying views as to their validity. These are sent in advance of contractual documents, being signed because either the documents are not fully prepared or a decision has not yet been confirmed. For example, in local government a bid may have been accepted by a committee but needs ratification by the full council, which can be up to six weeks later. International Fuel Cells In mid 1997, International Fuel Cells announced that it had won 185 orders for its 200-kW PC 25 fuel cell plants, built by its ONSI subsidiary, worth 111 million, demand stimulated in part by not-all-that-generous subsidies from the US government that will help underwrite only about 75 of these orders. For the lucky ones, it will reduce the price of the plant from an average of about 600,000 to 400,000. On top of these, IFC said it had received Letters of Intent and other expressions of commercial interest for an additional 235 plants. By late 1999, ONSI fuel cell power plants had racked up 3 million hours worldwide since the first unit was installed in 1992, and the total number of plants installed around the globe stood at 200. 

In 2000, again after some wrong turns, the FERC mandated that pipeline companies price new or expanded services on an incremental basis. Setting incremental pricing as the default rule for new pipeline construction put an end to the fight over traditional certification. Commitment to publish is made by letter of intent rather than by signing a formal contract. Springer-Verlag secures the copyright for each volume. The classic example of the project organization hamstrung by such lack of flexibility is where every purchase order is delayed interminably, then issued in the form of a letter of intent (bypassing the computer system), because the input information is never quite right for the computer. In the case of an SMPR project it is necessary to review in more detail phases A and B. In the precontractual activities, the model schedule assumes a letter of intent and the submission of a preliminary safety analysis report (PSAR) to obtain the construction license as a pre-requisite to the final contract signature. Depending upon the state of readiness of an SMPR design this may or may not be possible to perform within the one year shown, and it could in some cases extend up to five years, i.e. until the supplier has been selected, the PSAR has been prepared and the construction licence given. 

The pre-construction phase B allows for the plant owner s work on site infrastructures before the construction proper can start. It also gives time for the supplier to prepare the construction effort for plants of a more or less standardized design. It is foreseen that the supplier would place orders for some major components, e.g. big forgings or the whole reactor vessel and steam generators, already after the letter of intent. This may not be possible for many of the SMPR concepts, as the detailed designs still have to be completed, in this case the supplier could require and extension of the preconstruction phase by possibly several years. The schedule given by Rolls Royce (Fig. 3.4.-2) for the completion of a series of SMPR projects demonstrates these points very, well with delays in these phases for the first plant not recurring for in subsequent ones. 

One very effective way to raise quality consciousness and determine the needs of a quality improvement programme is through an opinion survey. Thus, this was used as a start in the process of gaining ownership and commitment to the changes that were to be made. Other ways of helping the workforce to gain ownership of the process were built into the fundamental design and these will be described later in the chapter. Nevertheless, before the opinion survey could be carried out a clear letter of intent had to be delivered to the whole workforce.
