State legislation

One way to resolve this issue would be for all CWC States Parties to include a catch-all provision in their legislation stating the purposes for which activities involving toxic chemicals are permitted and providing for situations in which chemicals are not listed on the Schedules and not covered by the controls on OCPFs. This type of a provision would contribute significantly to the CWC goal of covering aU toxic chemicals. [Pg.109]

It is recommended either that the provision of the Federal act which exempts from the prohibition on unauthorized possession, possession (1) for personal use (of the possessor) or a member of this household, (2) for administration to an animal owned by him or a member of his household and which puts the burden of proving that the possession was not for any of the purposes mentioned on unauthorized possession with a purpose to sell or otherwise dispose of a depressant or stimulant drug, but exempting possession (1) for the personal use of a member of the possessor s household, or (2) for administration to an animal owned by the possessor or a member of his household, should be included in any State legislation. State law should not prohibit simple possession or use. [Pg.30]

The essence of the regime is that land should be fit for purpose and that substances in, on or under land should not threaten human health or environmental resources such as groundwater and ecosystems. As a result, chemical pollutants on a site are only to be regarded as an issue if they are capable of causing harm to human health or the environment, or if they have already done so. The actual wording of the legislation states that land needs to be remediated if it ... [Pg.103]

The Act did not envision the implementation of a robust regulatory framework at the federal level. The Act was designed to enable the federal government, under the auspices of the EPA, to provide the states with sufficient assistance so that the states could tackle what was perceived to be a local issue in need of local solutions. In fact, the Senate bill was given the working name of the State Radon Program Development Act of 1988, before it was enacted and formally named the Indoor Radon Abatement Act. As Senator Chafee, a sponsor of the legislation, stated ... [Pg.624]

The Maine minimum wage is automatically replaced with the Federal minimum wage rate if it is higher than the State minimum with the exception that any such increase is limited to no more than 1.00 per hour above the current legislated State rate. [Pg.181]

In 1981, Aalborg Portland A/S (Ltd), the only manufacturer of cement in Denmark, patented a method whereby the amount of chromate in the cement could be reduced using this method, thus reducing the content of water-soluble chromate in cement to not more than 2 ppm at a cost of about 1% of the total value of the cement. Legislation stating that the content of water-soluble chromate in dry cement must not exceed 2 mg/kg (2 ppm) was passed in Denmark in 1983 (Arbejdstilsynets Bekendtgorelse... [Pg.557]

European Community (EC) legislation states that the maximum admissible concentration of phenols in water intended for human consumption is less than 0.5 pg/L for the total content and 0.1 pg/L for the individual compounds [7], while in bathing water the maximum admissible value is 5 pg/L [8]. To evaluate the risks these compoimds pose, a rapid and reliable process for their determination is therefore necessary. [Pg.410]

A projection of biomass energy consumption in the United States for the years 2000, 2010, 2020, and 2030 is shown in Table 6 by end use sector (12). This analysis is based on a National Premiums Scenario which assumes that specific market incentives are appHed to aU. new renewable energy technology deployment. The scenario depends on the enactment of federal legislation equivalent to a fossil fuel consumption tax. Any incentives over and above those in place (ca 1992) for use of renewable energy will have a significant impact on biomass energy consumption. [Pg.13]

The Energy PoHcy Act of 1992 (H.R. 776) has Hberalized the rules concerning biofuels and provides tax incentives for increased usage. Many states also have gasohol fuel tax exemptions in place, and some have enacted legislation that requites use of oxygenated fuels under certain conditions. Most of these laws impact favorably on biofuels usage. [Pg.43]

Most carbide acetylene processes are wet processes from which hydrated lime, Ca(OH)2, is a by-product. The hydrated lime slurry is allowed to settle in a pond or tank after which the supernatant lime-water can be decanted and reused in the generator. Federal, state, and local legislation restrict the methods of storage and disposal of carbide lime hydrate and it has become increasingly important to find consumers for the by-product. The thickened hydrated lime is marketed for industrial wastewater treatment, neutrali2ation of spent pickling acids, as a soil conditioner in road constmction, and in the production of sand-lime bricks. [Pg.379]

Paper or documentay standards are written articulations of the goals, quaUty levels, dimensions, or other parameter levels that the standards-setting body seeks to estabhsh. Value standards are a subset of paper standards and usually relate direcdy to society and iaclude social, legal, pohtical, and to a lesser extent, economic and technical factors. Such standards usually result from federal, state, or local legislation. [Pg.17]

As of the mid-1990s all commercial phosphoms is manufactured at a few sites around the world. Significant production occurs in Idaho and Montana in the United States, in the Netherlands, in Kazakstan, and in China smaller production occurs in Prance, Russia, and India. A large amount of furnace capacity has been shut down worldwide because of cost pressure from electric power costs, phosphate derived from purified wet acid, and detergent phosphate bans legislated in the Western World. However, as of late 1995, additional production is stiU being brought on line in China. [Pg.348]

Secondary Fiber. Increasing costs of taw fiber, legislative mandates for recycling (qv), and avadabdity of inexpensive waste papers have contfibuted to the increased use of recycled fibers. The use of secondary fiber in the United States has grown from 22% of pulp from all sources in 1978 to close to 31% (24 x 10 metric tons) in 1993 (3). Recycled fibers ate sometimes used in special writing papers, but the principal use is for the manufacture of linetboatd, newsprint, tissue, cereal boxes, towels, and molded paper products such as paper plates and egg cartons (see Packaging materials, containers AND INDUSTRIAL materials). [Pg.248]

The tine industry has consistently supported sound scrap tine legislation at both the state and federal level to ensure that scrap tines are managed in environmentally responsible ways. The tine industry has been a consistent participant in the effort to find appropriate markets for scrap tines, and to promote the expansion of those markets. [Pg.12]
