Any property may be acquired in fee simple or in any lesser interest, including scenic easements, airspace, and rights of access, by a state agency or a county or municipality through gift, devise, exchange, purchase, prescription, dedication, eminent domain, or any other manner provided by law for present or future public road or other transportation purposes. 

The department shall have the anthority to exercise the right and power of eminent domain and to purchase, exchange, sell, lease, or otherwise acqnire or dispose of any property or any rights or interests therein for pnblic road and other transportation purposes or for any activities incident thereto, subject to such express limitations as are provided by law

A projection of biomass energy consumption in the United States for the years 2000, 2010, 2020, and 2030 is shown in Table 6 by end use sector (12). This analysis is based on a National Premiums Scenario which assumes that specific market incentives are appHed to aU. new renewable energy technology deployment. The scenario depends on the enactment of federal legislation equivalent to a fossil fuel consumption tax. Any incentives over and above those in place (ca 1992) for use of renewable energy will have a significant impact on biomass energy consumption. 

As of the mid-1990s all commercial phosphoms is manufactured at a few sites around the world. Significant production occurs in Idaho and Montana in the United States, in the Netherlands, in Kazakstan, and in China smaller production occurs in Prance, Russia, and India. A large amount of furnace capacity has been shut down worldwide because of cost pressure from electric power costs, phosphate derived from purified wet acid, and detergent phosphate bans legislated in the Western World. However, as of late 1995, additional production is stiU being brought on line in China. 

Controversy over test methodology, and concern with the welfare of test animals, has been highly pubhci2ed in the last decade, and various states have proposed legislation to ban animal tests. Significant effort has been devoted to developing nonanimal alternative tests and predictive methods. Progress has been made, but no entirely satisfactory substitute has been found to date (142). 

During this period, no significant national air pollution legislation or regulations were adopted anywhere in the world. However, the first state air pollution law in the United States was adopted by California in 1947. 

This section aims to present a brief overview of the most significant literature covering general aspects of common techniques used currently for natural food colorant analysis, and specifically current protocols applied to analyze minor natural food colorants whose chemical and technological properties are presented in Sections 2.3 and 7.2. We consider here only pure colorants or extracts that seek or have received approval for use as food additives in the United States and European Union. Legislative aspects are detailed in Sections 7.1 and 7.2. 

This law, which is a criminal law, is so loosely worded that it is at the moment impossible to establish criteria for paints, varnishes, or lacquers to be placed on children s furniture or toys to be sold in Maryland. Further, the Maryland law has little protective value, since anyone can repaint children s furniture or toys with any material regardless of its suitability for the purpose and its inherent toxicity. This law, as it stands, places a heavy and complex burden on the manufacturer and marketer of children s toys and furniture—and necessarily on the manufacturer of paints, lacquers, and varnishes. The Maryland law has greater significance as a piece of troublesome legislation in that in the courts of the state of Maryland, the jury is the judge of the law as well as the facts under the law, and since under criminal law each case would be argued on its own merits, two different juries might reach contradictory decisions on the same set of circumstances. 

Recently the protection of the environment has become increasingly important for industry with the requirement that the potential impact on the environment is considered for all aspects of industrial processes. Such considerations are supported by environmental legislation that controls all types of emissions as well as the treatment of wastes. Such legislation is based on global standards that have largely resulted from developments within the European Union, Japan, and the United States in collaboration with international conventions. Of these, the Basel Convention (1989) and the Earth Summit in Rio de Janeiro (1992) were significant in the control and prevention of wastes. In the case of liquid wastes that are most appropriate for treatment by liquid liquid extraction, limits for discharge into the aqueous environment have been established by the three countries already mentioned. These limits depend on the particular country and sometimes on the industry. (See section 14.6.)... 

Directive 98/8/EC, the so-called Biocidal Products Directive (BPD) was integrated into each Member State National legislation for May 14th 2000. Within the Annexes of this directive several biocidal product types are identified that are relevant either directly or indirectly to mineral processing or to the use of mineral slurries. This legislation will have an increasingly significant impact on the active substance producers, the biocidal product formulators and the end-user industries they serve.
