As stated in the Global Approach to Conformity Assessment, the national practices of certain member states in some industrial sectors rely on the manufacturer to ensure conformity to mandatory safety requirements, while others require third party (notified body) intervention. The choice of mechanisms to be applied and the procedures for applying them vary between member states and from sector to sector, as does the use of voluntary or mandatory certification. This variation is due to the relative importance attached to either the manufacturer s reputation to the strength or weakness of national testing, certification, and inspection infrastractures to national political traditions in respect of the role of legislation and to different national attitudes towards product liability.
