Both the Charter of the United Nations and several subsequent UN documents identify the moral right of all peoples to self-determination. The United Nations was created in part to develop friendly relations among nations based on respect for the principle of equal rights and self-determination of peoples. UN resolution 1514, the International Covenant on Civil and Political Rights, and the International Covenant on Economic, Social and Cultural Rights reiterate that all peoples have the right to self-determination and that by virtue of that right they freely [Pg.1]

It is difficult for the international community to affect states behavior toward national minorities within the current system. With the exception of violations of internationally recognized individual rights (human rights and some rights guaranteed by treaties, such as the European Framework Convention), rules governing the treatment of minorities remain within the domestic jurisdiction of their host states. The charter of the United Nations states that nothing contained in the present Charter shall authorize the United Nations to intervene in matters which are essentially within the domestic jurisdiction of any state or shall require the Members to submit [Pg.2]

The prospects for the implementation of the normative ideal of the equality of self-determination of all peoples contained in the UN Charter depend on how the terms of this important clause are defined. The current state system has a [Pg.3]

To ensure flexibility for possible later additions or changes, the instrumentation has to be selected based on standardized subproducts using national or international norms. HPLC analysis of TAGs was applied to olive oils and a limit for LLL was established at 0.5% of the total TAGs and enclosed in the European Commission (EC) Regulation on olive oils, as well as in the related international norms (International Olive Oil Trade Norm [2], Codex Alimentarius Standard [3]). The method performed the separation by RP-HPLC on a C18 Lichrosorb or Lichrosphere column, 25x0.46 cm, 5 J,m of particle size, isocratic elution with acetone/acetonitrile (50/50 v/v) and RI detection. Eigure 19.1 reproduced the HPLC traces annexed to the official method [4] chromatogram A refers to 100% soybean oil, B to a mixture 50/50 soybean and olive, C 100% olive oil. [Pg.564]

Comparability is a key property of chemical measurements. While results can be compared directly under repeatability conditions, a more general approach is needed to provide meaningful comparison to results of other measurements made at different times and places. This comparability over space-and-time is routinely achieved by linking the individual measurement results to some common, stable reference or measurement standard. Results are therefore correlated to that reference. This strategy of linking results to a reference is termed traceability [1,2], Traceability is a key property in metrology, and for this reason the traceability of results is even explicitly demanded in the international norm ISO 17025 [3]. [Pg.253]

Good practice in the use of chemical vector control methods. Vector control measures that make use of pesticides are carried out in accordance with established international norms to ensure that staff, the people affected by the disaster, and the local environment are adequately protected, to avoid creating resistance to pesticides. [Pg.194]

Extraction can be used as an efficient and selective sample preparation method before analysis by chromatographic, spectroscopic, electroanalytical, or electrophoretic methods (see for example [5-10]). International norms from the International Standards Organization, US Food and Drug Administration, and US Environmental Protection Agency recommend application of extraction methods in analysis of food products and environmental and pharmaceutical samples. Novel ideas and new views concerning extraction have led to many controversies about terminology and to reallocation and softening of the boundaries between extraction and other analytical sample treatment techniques. [Pg.123]

Promotion of technologiccil development, research and human resource development in the pharmaceutical field are also the essential roles and responsibilities of the Thai FDA. The Thai FDA has used all the possible means, including the implementation of the Codes of GMP to upgrade the local pharmaceuticcd industries to international levels. Research activities and technology transfer in the pharmaceutical industries are encouraged and supported, particularly in close collaboration and cooperation with universities cind concerned private agencies in order to meet the international norm. [Pg.701]

In sum, the zealous over-compliance with international acidification norms by the Czech Republic was driven by strong domestic concern and policies that mandated strict emission standards and neutralized the opposition of industry through policy concessions and subsidies. International norms provided a commitment mechanism for domestic reformers and a model for regulations. Beyond these facilitating factors, the close correspondence between domestic preferences and international commitments was the single most important factor that explains the high compliance with European acid rain standards in the Czech Republic. The significant acidi-... [Pg.163]

This brief history of the acid rain policies of three transition countries demonstrates that the rules set by international regimes tend to be reshaped by different domestic circumstances. When there is a high correspondence between domestic priorities and international norms as in the Czech Republic, there is high level of implementation and even anticipatory over-compliance with international standards. The interplay between domestic and... [Pg.167]

The Missile Technology Control Regime currently provides the central institutional arrangement as well as the base international norm for dealing with missile proliferation. Normative documents adopted by the ISO include guides, specifications, technical reports, technical specifications and/or even international norms . Despite a rather broad field of intervention, in practice, ISO appears to focus on terminology and metrology (characterization and sampling techniques). This forms the basis of a convergent approach to nanomaterial testing (in which OECD proves to be particularly active) . [Pg.346]

Unlike most sections of the Toxic Substances Control Act (TSCA), which deal with protecting the health of people and the environment of the United States, 12(b) is intended to inform foreign governments of hazards that may be associated with a chemical substance or mixture so that those governments may devise whatever constraints, if any, they deem appropriate to protect their own residents and environment The Export Notification rule implemented under 12(b) has been modified over the years to conform the domestic export notification program to international norms, to the extent permitted under applicable law. ... [Pg.271]

The internal norms may surface in internal procedures, technical project specifications, operating manuals and the like. These documents will in turn constitute relevant objects for state safety control state supervisory bodies evaluate the solutions and may react by requiring amendments to be made. The classical right of colonial self-determination is now a core part of international law and enjoys a status that is legally superior to other international norms that do not enjoy this elevated position (jm cogens). However, it is applied only to colonial and non-self-governing territories of which practically none remain. This is the second disenfranchising aspect of the doctrine of self-determination it is established as an exception to the doctrine of territorial unity (above), but the exception is framed so narrowly that it does not apply to many or any situations of struggle for independence outside of the colonial context. [Pg.34]
