OPCW procedures. After validation and packing has been completed, the Office of Internal Oversight (OIO) audits the process of instrument preparation and issues a certificate for on-site use. The OPCW Laboratory and the OIO are accredited for this process. The instrument is to be operated exclusively by AC inspectors who are trained and authorized for this task. At least one of the ACs participating in the inspection will assist during the instrument validation and packing process at the OPCW Laboratory. 

The inspector should personally examine the safety precautions before entering a boiler. He or she should not work in isolation (an inspection attendant should be available, who has a means of summoning assistance and facilitating a rescue without personally entering the boiler), or under particularly hot or poorly ventilated conditions (pockets of nitrogen or volatile amine can be dangerous). 

For inspection of large field-erected tanks, API 653, Tank Inspection, Repair, Alteration, and Reconstruction, is referenced by the US EPA. A certified inspector must inspect tanks. Within this approach lays the possibility of various levels of assistance by the inspected State Party offering equipment, such as the use of inspected site laboratory facilities, fumed hoods, and the like. Such offers are laid down in facility agreements concluded between the inspected site and the OPCW, following an initial inspection. However, fundamental to this approach is that sample preparation and analysis are conducted by OPCW inspectors according to OPCW-approved procedures with equipment that meets OPCW QA/QC criteria. All activities may be witnessed by inspected State Party representatives. 

To exercise their functions effectively, inspectors and inspection assistants shall be accorded privileges and immunities as set forth in subparagraphs (a) to (i)... 

The inspection team shall have the right to collect samples of types, and in quantities it considers necessary. If the inspection team deems it necessary, and if so requested by it, the inspected State Party shall assist in the collection of samples under the supervision of inspectors or inspection assistants. The inspected State Party shall also permit and cooperate in the collection of appropriate control samples from areas neighboring the site of the alleged use and from other areas as requested by the inspection team. 

All OPCW equipment is stored, maintained, and packed in the OPCW equipment store located (together with the OPCW Laboratory) in Rijswijk. As soon as the IT has decided which items of approved equipment will be taken for its mission, packing can commence in the equipment store. At least one IT member will check the functioning of equipment and completeness of packing for each item before its transport case is finally closed and sealed. If the inspection equipment includes items for sampling and analysis, one inspector analytical chemist will assist in the equipment check. 

In cases where facilities or areas of an inspected State Party are located on the territory of a State not Party to this Convention, the inspected State Party shall take all necessary measures to ensure that inspections of those facilities or areas can be carried out in accordance with the provisions of this Annex. A State Party that has one or more facilities or areas on the territory of a State not Party to this Convention shall take all necessary measures to ensure acceptance by the Host State of inspectors and inspection assistants designated to that State Party. If an inspected State Party is unable to ensure access, it shall demonstrate that it took all necessary measures to ensure access. 

Part II sets up the procedures for on-site inspections. It specifies the process of designation of inspectors and inspection assistants, their privileges and immunities, points of entry, arrangements for use of non-scheduled aircraft, approved inspection equipment, on-site inspection requests, inspection mandate and notification of inspection. Pre-inspection activities and the conduct of inspections are described in detail. 

The DIP also assists with the inspection of pharmaceuticcil industries. The LNCM employs several inspectors who Ccin be called upon for this kind of inspection. 

Collection Mechanism The trusty index card will work for performing inspections, but this requires the individual to remember the inspection criteria or refer to an inspection list and make notes about observations. A clipboard with a predefined set of questions (that can be answered yes or no ) for each machine is a definite improvement on the index card method. Be sure to leave a space for comments. Both the index card and the clipboard approach require manual entry of the data once they are collected. A more modern approach is to set up the inspection in an industrial-quality personal digital assistant. For each machine, the inspector can answer yes or no, and as required, write short comments. These comments could be selected from a drop-down menu to minimize inconsistency. The data can then be uploaded to a host computer for storage. This speeds the process, ensures that the data will be captured, and reduces transposition errors. 

Inspections for compliance with GLP Principles may take place in any test facility generating health or environmental safety data for regulatory purposes. Inspectors may be required to audit data relating to the physical, chemical, toxicological or ecotoxicological properties of a substance or preparation. In some cases. Inspectors may need assistance from experts in particular disciplines. 

Official analysts are appointed to the Home-office for toxicological work, as well as in connection with the Explosives Department and the Factory Department. The Local Government Board possesses a Department for the inspection of food and a staff of specially qualified inspectors to assist in the administration of the Alkali, Ac., Works Regulation Ac . The Metropolitan Water Board and the Rivers Boards in various parts of the country have their chemical and bacteriological laboratories, and so have the Sewage Boards and Works. The Scottish Office also appoints inspectors under the Alkali Act and Rivers Pollution Prevention Act. 

The organizations are required to appoint, according to the conditions, nature and extent of the activity of the organization, an inspection or inspection group for good manufacturing practice, composed of qualified workers (hereafter, inspectors ), subordinate to the head (director) of the organization, create the conditions for their activity, and assist them in the performance of their tasks. 

In routine inspections on more complex situations inspectors would be likely to be less confident. While it might be anticipated that this would mean that in such situations they would resort to establishing whether OELs were being exceeded, perhaps by calling upon specialist assistance to determine this and to advise on... 

After a prolonged effort to get the local health department to inspect the house, she was finally able to bring state inspectors in and lead paint was identified on the exterior. The only help they could offer, however, was advising her to undertake lead abatement work that was unaffordable for her. A social worker approached the local authorities on Rita s behalf, asking if there was any financial assistance available to help her pay for removing the lead paint. The response was simply, "We don t have a lead problem in this county. ... 

Inspection Assistant means an individual designated by the Technical Secretariat as set forth in Part II, Section A, of this Annex to assist inspectors in an inspection or visit, such as medical, security and administrative personnel and interpreters. 

Inspection Team means the group of inspectors and inspection assistants assigned by the Director-General to conduct a particular inspection. 

Not later than 30 days after entry into force of this Convention the Technical Secretariat shall communicate, in writing, to all States Parties the names, nationalities and ranks of the inspectors and inspection assistants proposed for designation, as well as a description of their qualifications and professional experiences. 

In the case of non-acceptance, the proposed inspector or inspection assistant shall not undertake or participate in verification activities on the territory or in any other place under the jurisdiction or control of the State Party which has declared its non-acceptance. The Technical Secretariat shall, as necessary, submit further proposals in addition to the original list. 

Verification activities under this Convention shall only be performed by designated inspectors and inspection assistants. 

Subject to the provisions of paragraph 5, a State Party has the right at any time to object to an inspector or inspection assistant who has already been designated. It shall notify the Technical Secretariat of its objection in writing and may include the reason for the objection. Such objection shall come into effect 30 days after receipt by the Technical Secretariat. The Technical Secretariat shall immediately inform the State Party concerned of the withdrawal of the designation of the inspector or inspection assistant.
