Routine inspection

Every plant, and for that matter every machine, will require a slightly different inspection routine and frequency. Below are six items to consider when setting up an inspection program. 

Fire extinguishers must be inspected routinely to insure that they are in operating condition. Employees must be trained in the use of fire extinguishers unless immediate evacuation is the facility policy. New employees should check the CHP to determine their responsibility (some facilities may designate only some employees as fire officers), and inquire about the laboratory fire safety training program. 

M9 paper, which is similar to masking tape, is used by attaching strips to the individual overgarment and to equipment such as vehicle controls. The strips are then inspected routinely for color change (Figure 16-25). The paper should not be attached to hot surfaces, as this will discolor the tape and lead to a false positive reaction. 

The steam-hydrocarbon reforming process is highly developed and will operate for months or even years without interruption, except for normal outages scheduled for boiler inspection, routine maintenance, and other attention which is placed on a definable schedule. The heat balance and utilization are well engineered ordinarily so that there is little waste, and what heat is unused on the furnace side of the reformer is subsequently recovered for use to generate steam. 

Preventive maintenance activities have been recorded as long as 5,000 years ago as part of inspection routines in the pyramids of Egypt. With the development of reliabihty engineering in the 1950s, production companies moved from corrective (or reactive) maintenance to preventive maintenance and in specific scheduled maintenance (or time-based maintenance). 

The cell room and laboratory facilities should be inspected routinely for spills or accumulations of mercury metal. These should be picked up promptly and disposed of with the plant s mercury waste or taken in secure containers to the mercury-recovery facility. 

A training program in laboratory security should set out the expectations of management and the need to maintain a safe and secure laboratory environment. Training should be conducted periodically and especially for new personnel. Laboratories should be inspected routinely for compliance with security measures. Personnel working in laboratories should follow all established security procedures, and there should be a protocol for reporting security breaches or security concerns. 

Service record To show all findings and results of the inspections, routine service, and repairs made, along with the date of each such maintenance procedure.

Internal safety inspections are important features in good safety practice. In daily production tasks, it is not always possible to detect all safety deficiencies. It is also well known that experienced employees can be too familiar with their work to note even imminent dangers. Regular walk-through surveys are therefore required. Safety checks may be conducted weekly, monthly or with some other level of frequency, depending on local risk conditions. It is usually advisable to use a checklist form appropriate to the plant, in order to conduct a systematic consideration of all of the relevant hazards. In the case of advanced safety inspection routines documented and issued using company systems, there is also a communication tool and checkout for the implementation of corrective measures by management. 

There should be a formal visual inspection routinely carried out on all portable electrical appliances. Faulty equipment should be taken out of service as soon as the damage Is noticed. At this Inspection the plug cover (If not moulded) should be removed to check that the correct fuse Is Included, but the equipment Itself should not be taken apart. This work can normally be carried out by a trained person who has sufficient Information and knowledge. 

Good sampling procedures. To keep track of the mixture quality, one has to have an inspection routine for the mixture and for the metered feeds to the mixer. Variation in the input quality and quantity will affect the final mix.

In action research, scientists participate in the introduction of changes in the SHE information system of a company. They evaluate how these changes affect the behaviour of its organisation and the company s accident rates. Many studies report reductions in accident rates following the introduction of such measures as improved accident investigation and workplace inspection routines and introduction of near-accident reporting (Adams et al., 1981 Menckel, 1990 Komaki et al., 1978).

This co-ordinated System approach Is now being used to prioritise at such particular locations perhaps as an area for not being a cause for immediate action, but indeed requiring increased lineside track vigilance under normal inspection routines.
