The commenter who cited the Rich et al. paper contended that the authors found no clear difference between the efficacy of HEPA and non-HEPA vacuums on hard surfaces (noncarpeted floors, windowsills, and window troughs), and found that non-HEPA vacuums appeared more efficient in removing particles on uncarpeted floors, which are the hard surfaces that may best reflect exposure to children. One commenter stated that given the research literature demonstrates that there is no performance difference in lead dust removal, EPA should allow cleanup with either a HEPA or non-HEPA vacuum. Another commenter contended that a vacuum cleaner retrofitted with a HEPA filter rather than a HEPA vacuum should be required to be used as part of the work practices. 

Also, when cleaning huge hard surfaces like floors and countertops with an allpurpose cleaner, consumers do not like to rinse often in order to get rid of foam before the final drying step with a floor cloth or a towel.

Cal suds, Cal soft and Cal amide concentrates can be formulated to create powerful, non-corrosive, non-filming cleaners for floors, woodwork, walls, windows, counter tops, tubs, tile and similar hard surfaces. Use levels 1-4 oz./9al of water.

The most frequently used methods for sampling indoor surface dust for SVOC/ POM analysis is simply to use dust from a vacuum cleaner dust bag, see for example, Krause, Chutsch and Englert (1989), or a special vacuum cleaner mouthpiece containing a filter, see for example, 0ie, Hersoug and Madsen (1997). Both the mouth-piece and the filter should be cleaned prior to use. It must be assured that the SVOCs and POMs of interest are quantitatively captured by the filter (e.g., phthalates are quantitatively captured by quartz fiber filters (Clausen and Wolkoffi 1997b)) and that the vacuum cleaner exhaust does not contaminate the samples with for example, phthalates.
