Environmental protection plan

Environmental Protection Plan The EPP described the approaches, equipment and procedures to be used by Western Research Partnership in eliminating or mitigating any environmental and health risks with respect to the installation and operation of the agent waste destruction equipment. The following specific topics were addressed  [Pg.95]

The EPP also described the local EPG environment where Project SWIFTSURE was to be conducted, the proposed incinerator technology and general environmental protection and safety measures. Some of these latter measures included  [Pg.96]

To complete the planning phase, the project team will develop a series of documents that summarize the outcome of the DQO process and describe the planned field operations. The SAP, prepared to address all of the data collection requirements, will establish the performance standards for the project implementation and assessment phases. The planned field operations may be documented in the Work Plan other planning documents may include the Health and Safety Plan, the Contractor QC Plan, and the Environmental Protection Plan. [Pg.77]

Prior to commencing agent destruction, the contractor was required to prepare a comprehensive environmental protection plan. The destruction operations took place in 1991. Project policy prohibited the importation of any additional waste for destruction and excluded the use of commercial facilities for the disposal of final waste products from the destruction processes. Prior to starting destruction operations, a comprehensive public consultation program (see below) was undertaken... [Pg.91]

The issues described above were addressed during the subsequent development of the project Environmental Protection Plan, with specific responses to the concerns raised provided in the document submitted for public review in the summer of 1990. [Pg.93]

The detailed assessment took the form of an Environmental Protection Plan (EPP) which was prepared by Western Research Partnership under the terms of their contract prior to commencing any disposal operations. The EPP was submitted for public review and review by National Defence, Health and Welfare Canada, Environment Canada and Alberta Environment officials. [Pg.94]

Through the public consultation program, public acceptance for the project goals was gained, effective dialogue was maintained and timely information was disseminated to show that destruction operations were proceeding safely. This program embodied approaches which allowed direct public participation in the development of the project Environmental Protection Plan. This, in turn, led to a more effective environmental assessment in terms of technical approaches and... [Pg.100]

Public consultation during agent destruction was maintained, primarily through the citizens advisory group. Thus, air quality data could be provided to both the public and regulatory agencies in a timely manner which increased public confidence that safety and environmental protection were being implemented in accordance with the Environmental Protection Plan. [Pg.101]

Offsets Policy Offsets were EPAs first application of the concept that one source could meet its environmental protection obligations by getting another source to assume additional control actions. In nonattainment areas, pollution from a proposed new source, even one that controls its emissions to the lowest possible level, would aggravate existing violations of ambient air-quahty standards and trigger the statutory prohibition. The offsets policy provided these new sources with an alternative. The source could proceed with construction plans, provided that ... [Pg.2158]

The states are required to submit to the federal Environmental Protection Agency (EPA) plans, known as State Implementation Plans (SIP), showing how they will achieve the standards in their jurisdictions within a specified time period. If after that time period there are areas within the states where these standards have not been attained, the states are required to submit and obtain EPA approval of revised plans to achieve the standards in these "nonattainment" areas. EPA also designates certain areas where the standards are being met, but which have the potential for future nonattainment, as Air Quality Maintenance Areas (AQMA). Such regions have stricter requirements than attainment areas for the granting of permits for new sources of the pollutant not in attainment status. [Pg.378]
