One important element, which is very rarely mentioned, is the actual cost incurred in setting up an environmental reporting system and producing the CER. It is obvious that one significant element of cost would be data measurement and gathering. However, if an environmental management system such as ISO 14001 has already been implemented, then much of the work in this respect has already been done. 

The SRS CMP also aims to ensure that the core elements of the ISMS are adopted at each process or activity level. Safety is of utmost importance to SRS employees, as evidenced by the VPP Star status granted by DOE-HQ in 2000 for the quality of the DOE-Voluntary Protection Program (VPP) at SRS. Also, SRS received certification under the ISO I400I, Environmental Management Systems -Specification with Guidance for Use program in 1997. 

DOE O 450.1, sec. 4.1.(l)(b), CRD sec.l(a) and 3 4.2.2 All DOE elements (see definition) must ensure that sites Integrated Safety Management System (ISMS (see definition) includes an Environmental Management System (EMS, see definition) that provides for the systematic planning, integrated execution and evaluation of programs for pollution prevention. 

This factor suggests implementing some of the elements often associated with environmental management systems, such as looking beyond the immediate issue to do root cause analysis to prevent the occurrence of noncompliances. 

ISO-14001 is an international, voluntary standard that specifies the minimum elements for an effective environmental management system (EMS). It was published in 1996 by the International Organization for Standardization and adopted as the USA national EMS standard by the American National Standards Institute (ANSI). While third-party registration is not mandated by this voluntary standard, some companies have found independent assessment to be a marketing advantage. In addition, some large companies have mandated third party registration as proof of conformance to the standard. 

The preparatory review serves as a base for the determination of the organisational measures which must be taken to maintain a functioning environmental management system. Phase two consists of the actual implementation of the elements of the standard (Table 6.1).

There are some considerations that are supra to the individual elements in safety management systems. 1 have concluded that most safety, health, and environmental management system audits, intended to measure the quahty of hazards management in place, are deficient in purpose and content. 1 include in that observation the guidehnes used for the audits 1 drafted for individual client needs, the many audit reports 1 reviewed, and a study of several audit systems. 

The next section briefly discusses the relevant elements of the safety and environmental management system (SEMS) regulations for offshore oil and gas operations. 

In order to reduce the number and severity of major events companies need to develop and implement a Safety Management System, or SMS. The details of an SMS vary from company to company and agency to agency, but they all tend to have broadly the same structure and content. In the United States, the agency responsible for offshore safety, the Bureau of Safety and Environmental Enforcement (BSEE), issued its Safety and Environmental Management System (SEMS) rule. The management elements of SEMS are shown in Table 1.2.

The most important example is the ISO 14000 standard family on environmental management (ISO, 1996). These standards do not specify levels of environmental performance but provide a framework for the companies approach to issues concerning environmental policy, plans and actions. It is incumbent upon the toller to develop and follow internal management systems as appropriate to support business needs, production needs, process safety, environmental responsibility, and worker health. The selection process should have considered whether or not satisfactory systems are in place. Nevertheless, the contract or auxiliary documents may be the vehicle used to help ensure that the system reviewed is the system actually used for completing the toll in question. Within the process safety management system, the management of change and training elements are essential subsystems. 

The general purpose of an audit may be to determine if the toller has management systems and documented procedures in place to ensure process safety, environmental responsibility, product quality and traceability of materials. The need to audit could be to evaluate compliance with regulations or accordance with client requirements related to specific performance elements. The need to keep procedures up-to-date and accurate is a theme that mns throughout this book. Chapter 2 clearly shows that document control is a key element of process safety, environmental responsibihty, and quality. A workable Process Safety Management system requires that you control the access, review, approval, revision, and maintenance of procedures. If your plant has a Total Quality Management System in place, such as ISO 9000, document control for operating and maintenance procedures is essential to keep your certification current.
