DOE Orders

This Safety Analysis Report (SAR) is prepared in compliance with the requirements of DOE Order 5480.23, Nuclear Safety Analysis Reports, and has been written to the format and content guide of DOE-STD-3009-94 Preparation Guide for U.S. Department of Energy Nonreactor Nuclear Safety Analysis Reports. The Hot Cell Facility is a Hazard Category 2 nonreactor nuclear facility, and is operated by Sandia National Laboratories for the Department of Energy. 

This SAR provides a description of the HCF and its operations, an assessment of the hazards and potential accidents which may occur in the fecility. The potential consequences and likelihood of these accidents are analyzed and described. Using the process and criteria described in DOE-STD-3009-94, safety-related structures, systems and components are identified, and the important safety functions of each SSC are described. Additionally, information which describes the safety management programs at SNL are described in ancillary chapters of the SAR.

In addition, the DOE has issued a variety of publieations that pertain to hazardous waste. We will share some of the pertinent DOE and other information with you in a variety of plaees throughout this book. Mueh of the information that the DOE has published is useful when eonsid-ering work aetivities involving hazardous materials. Numerous other DOE orders that outline speeifie requirements on safety and health programs, industrial hygiene, eonstruetion safety, oeeupational medieine, and nuelear safety will also be eited as appropriate for eomparison.

In addition to these requirements, if a PrHA is conducted to satisfy safety analysis requirements of DOE Order 5480.23, "Nuclear Safety Analysis Reports," the resolution of action items must be documented to obtain approval of the safety analysis and the startup of the facility. In this case, the contractor may be required to satisfy specific safety criteria before an action item is considered resolved. 

Because all corrective actions and safety improvements are management decisions, they should be implemented according to DOE Order 5480.19, "Conduct of Operations Requirements for DOE Facilities."... 

DOE Order 5480.23 specifies that hazard and accident analyses be included in safety analyses for nuclear facilities. Likewise, DOE Order 5481.IB, "Safety Analysis and Review System," requires hazard and accident analyses be included for non-nuclear facilities. Two nuclear SAR topics overlap with the PrHA. 

These topics are the subject of DOE Standard DOE-STD-1027-92, "Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23 Nuclear Safety Analysis Reports," which provides guidance for facility managers and Cognizant Secretarial Offices (CSOs). At Los Alamos National Laboratory, we operate our radiological areas under the guidelines and specifications of DOE Order 5480.11. 

BImNN would order with Tc 1.1 K based on these interactions. Quite recently, Blundell and coworkers196 carried out muon spin rotation experiments showing that BImNN does order with Tc = 1.0(1) K. 

This latest twist in the Energy Department s sometime confusing fuel-use policy emerged according to the Wall Street Journal (January 15, 1979) when the DOE ordered Public Service Co. of Colorado to stop using gas and start burning coal at three of its power plants. 

Hazardous waste that contains radioactive material (i.e., mixed waste) is regulated under both the AEA and RCRA. Under the AEA, the EPA has responsibility for setting radiation protection standards, which are implemented through DOE orders, e.g., Order 5820.2A for DOE radioactive materials (2 ). This dual regulation further complicates environmental restoration activities that involve mixed waste. 

Note These hazard levels are not to be confused with the DOE classification of nuclear waste into high-level, low-level, mixed low-level, transuranic and 1 le(2) byproduct material categories. These nuclear waste categories are established by DOE Order 5820.2A, which can be viewed online at http //www.directives.doe.gov (Dec. 2005). See DOE/EM (1997) for more information on nuclear waste. To reiterate, waste hazard levels are different than laboratory hazard levels, although the defining terminology is similar. 

The laboratory should be designed to discharge minimal amounts of radionuclides to the sewer. Releases must meet the limits specified in the Code of Federal Regulations Title 10, Part 20, Table 3 (see Section 14.8 for an explanation of the CFR titles) or DOE Order 5400.5. All liquids from the facility (including laboratories. 

Decommissioning of buildings, facilities and structures for government laboratories must be in accord with Federal regulations in 10 CFR 835, Occupational Radiation Protection and DOE Order 5400.5, Environmental Radiation Protection (online at http //www.directives.doe.gov as of Dec. 2005). All equipment valued over 5,000 is inventoried and tracked, and the final disposition is directed by regulations. 

In addition to DOE Orders, it includes Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), American National Standards Institute (ANSI), and Compressed Gas Association (CGA) requirements that are cited in either DOE O 440.1A or in OSHA standard 29CFR1910.6 ("Incorporation by Reference"). It also includes technical standards that are made mandatory by their specific reference within a regulation, rule or DOE Order. 

This chapter addresses existing DOE and Federal chemical-related safety and health requirements applicable to user activities as they relate to pollution prevention and waste minimization. It applies to all locations involved in the use of ehemieals and ehemical products (see def.). This chapter includes requirements found in 42 USC, 40CFR, various Executive Orders, DOE Orders and DOE Memoranda.
