DOE Order 5480.23, Nuclear Safety Analysis Reports (DOE 1992b), This order specifies the requirements for nuclear facilities to document the safety analyses that establish the adequacy of the facility safety bases. A Safety Analysis Report (SAR) is required to document the results of the safety analysis for the facility. Furthermore, as part of the SAR, the contractor is responsible for addressing the Derivation of TSRs as indicated in Section 8 under Requirements, Part b, "Scope and Content of the SAR", subsection (p). The Attachment to the Order, "Interim Guidance for DOE Order 5480.23 - SARs," Section 4, "Interpretation," Part f. Subsection d.16, provides additional guidance on the content. [Pg.216]

In the late 1980s, DOE initiated tasks to provide new DOE orders that addressed nuclear safety documents and nuclear criticality safety. In 1991-1992, the DOE issued four DOE orders that defined the requirements for preparing Unreviewed Safety Questions (USQs) (DOE Order 5480.21), TSRs (DOE Order 5480.22), Safety Analysis Reports (DOE Order 5480.23), and Nuclear Criticality Safety (DOE Order 5480.24). They were used for the specification of nuclear safety requirements and used in conjunction with 10 CFR, Part 830 (10 CFR 830), Subpart A—Quality Assurance (QA) Requirements—for enforcement action under the PAAA regulatory process. These orders were deactivated on the issuance of 10 CFR 830, Subpart B—Safety Basis Requirements—and replaced by DOE guides. [Pg.662]

In addition to these requirements, if a PrHA is conducted to satisfy safety analysis requirements of DOE Order 5480.23, "Nuclear Safety Analysis Reports," the resolution of action items must be documented to obtain approval of the safety analysis and the startup of the facility.
