Each of these laboratories is a government-owned/contractor-operated facility selected from industiy, academia, and university consortia. As of 1999, the most prominent civilian contractor was Lockheed Martin, the operator of Oak Ridge and Sandia, and the major academic institution was the University of California, administrator of Los Alamos, Lawi ence Berkeley, and Lawi ence Livermore.

Nuclear Safety of Government-Owned, Contractor-Operated Nuclear Facilities... 

This section discusses the laws that have defined the processes for developing the hazard and accident analysis and the controls necessary to ensure the safe operation of government-owned contractor-operated nuclear reactors and nuclear facilities. 

Section 10 CFR 830.205 of fhe Nuclear Safety Management rule, requires DOE contractors responsible for Cafegory 1, 2, or 3 DOE nuclear facilities develop TSRs. These TSRs identify the limitations to each government-owned contractor-operated (GOCO) nuclear facility based on the DSA and any additional safety requirements established for the facility. Although not required by the Rule 830, there also may be a need to establish TSRs for the safe operation of radiological facilities (DOE Order 5480.22). 

Audits by GOCO Health Physicists -- Audits performed by a committee comprised of health physicists from various other Westinghouse-operated Government Owned/Contractor-Operated (W-GOCO) sites were to begin in 1989. By the end of 1990, no formal audits had taken place. A schedule for the W-GOCO HP audit in 1991 has been established for the first quarter of the year. This will remain an open item pending completion of the scheduled audit. 

The Iowa State Plan applies to all public and private sector places of employment in the State with the exception of private sector maritime activities marine terminals longshoring federal government-owned, contractor-operated military/munitions facilities bridge construction projects spanning the Mississippi and Missomi Rivers between Iowa and other states federal government employers and employees and the United States Postal Service which are subject to Federal OSHA jurisdiction.
