Regardless of the approach your company selects, what s important is the assurance that contract personnel, by whatever means, are as conversant as your own employees with those aspects of your PSM system with which they interact. For this reason, you may wish to consider meeting with your key contractors to discuss the system and how it may affect their persoimel. As part of this discussion, you will want to review whatever training the contractor provides to determine if it meets your needs and is appropriate for the PSM system. If the system requires additional contractor training, you can then work out (either as a global policy or on a case-by-case basis) how best to provide it. 

The need for the use of safety procedures by contract personnel will require additonal training and higher priorities in procedural reviews. 

The option for disposal of potentially explosive materials is to have it detonated under carefully controlled conditions. Some laboratories and industries may have personnel trained in explosive handling, and they may be able to remove and detonate the material on their site where no damage will result. Alternatively, some contract waste disposal firms have the capability to remove and dispose of explosive material. It also is possible to make arrangements with a local squad who handles explosives (or even a fire department) to collect, remove, and detonate the material under safe conditions. In all situations, the chemist should provide the disposal expert with whatever information is available on the hazards of the chemical(s).

Contractors should train their personnel in the work practices necessary to perform their jobs in a safe and environmentally sound manner. The training provided to contract personnel should include applicable site-specific safety and environmental procedures and rules pertaining to the facility and the applicable provisions of emergency action plans. This paragraph applies to contractors performing operating duties, maintenance or repair, turnaround, major renovation, or specialty work at the facility.

In addition to the plant workers, others may benefit from some special training related to the toll. It may be advantageous or required to consider laboratory personnel, technical support staff, management and others when planning training. Again, the contract may be the way to define this and document responsibility. 

If a toller has a contract to perform the same toll repeatedly, but on an infrequent basis, training should not be overlooked in preparation for restarting the repetitive toll. It is a good practice to provide refresher-training sessions to assure that the personnel have received current training. One company has picked a six-month period between campaigns as the indicator that the operations team needs refresher training.
