Qualification and training of personnel

Training and qualification of personnel should be integrated into a relevant programme at the plant. Training and quahfication should be based on an approved and documented process which is traceable. These recommendations apply both to the permanent staff of the plant and to temporary employees (such as contractor personnel and off-site personnel of the operating organization). 

All personnel involved in MS I should be given training in the ALARA principle and in minimization of waste, radiation protection, safety rules, access control and emergency procedures, as appropriate to their duties, and should be adequately qualified in these areas before being allowed to work in controlled areas. 

For special tasks, depending on the nature of the work to be performed, its importance for the safety of the plant, the potential risks involved and the safety precautions that are consequently necessary, maintenance personnel should receive a special briefing in addition to the aforementioned training. Relevant personnel should also be appropriately trained and qnalified in the quality assurance requirements applicable to their duties.

The operating organization should develop procedures for all MS I tasks. These procedures should be prepared, reviewed, vahdated, issued and modified in accordance with established administrative procedures.

The National system of accreditation gives much attention to the training and qualification of NDT personnel. Significant subjective component, such as training and qualification of personnel, is present in NDT implementation and assessment of its results, thus all specialists carrying out NDT must be certified in compliance with CTBEH 473. 

The laboratory shall take accoint of these factors in developing test and calibration methods and procedures, inthe training and qualification of personnel, and in the selection and calibration of the equipment it uses. 

In depth defensive measures should be incorporated into the design and operating procedures for radiation sources to compensate for potential failures in protection and safety measures. Protection and safety should be ensured by sound management and good engineering, quality assurance, training and qualification of personnel, comprehensive safety assessments and attention to lessons learned from experience and research.

Records of qualifications, job descriptions, training and experience of personnel are maintained... 

Clause 6 of the standard requires the provision of resources needed to maintain the queility management system. These include human resources, requiring the identification of competency needs for personnel, the provision of training to satisfy these needs, eveiluation of the effectiveness of this training, and the maintenance of appropriate records of education, training, and qualifications of all personnel. There is also a requirement for the maintenance of a proper work environment and all facilities needed to provide high-quality products and services. 

The OPCW shall provide specialist training modules for the training and qualification of OPCW health and safety personnel. 

Safety-related training must be followed by assessment and qualification of personnel. 

DOE Order 5480.6, "Safety of DOE Owned Nuclear Reactors," Section 8.e, "Reactor Personnel Training and Qualification Program" (Reference 6), which prescribes the standards for training and qualifications of Health Protection Technicians at DOE reactor facilities.

Site conditions and work activities change constantly. Change, and what effects change have on health and safety, should be included in every health and safety plan. If not, the plan needs to be amended to reflect current site conditions. Individuals names for key on-site positions should be listed in each safety plan. If the personnel change, the plan should be amended. But prior to the amendment, a review of the replacement persons training and qualifications should take place to ensure that qualified persons are chosen. 

Personnel. On July 15, 1973, the Institute awarded a grant to the Forensic Sciences Foundation, which is an adjunct to the American Academy of Forensic Sciences. The Foundation, the research arm of the Academy, is tackling a problem at the very heart of the entire forensic science profession the availability and qualifications of scientific personnel. The qualifications of individuals practicing in the forensic disciplines range from poor to excellent and reflect their innate abilities as well as their education and training.

For personnel working with radiopharmaceuticals, training and qualification should cover general principles of GMP and radiation protection. This includes also personnel in charge of cleaning premises and equipment used for this type of production. All manufacturing operations should be carried out under the responsibility of a QP with additional competence in radiation protection. 

The number and qualifications of the personnel must be appropriate to the tasks assigned to them, in particular, the personnel must be trained for their own specific responsibilities within the system of quality assurance. 

An appropriate level of quality assurance and of adequate personnel training and qualification should be maintained throughout the life of radioactive waste management facilities.
