This resulted in orders coming in hunks and gobs throughout the supply chain. If a subsidiary decided to build inventory, it would simply enter an order for the amount desired. No lead-times had been established for components or subassemblies. On the supply side, purchasing would release purchase orders for a particular part when the minimum order quantity was reached. 

The MRP software and hardware were in place, but training and data input such as bills of material would take another six months before the system could be utilized. Further, with everyone struggling to keep up with daily crises, it would be difficult for the organization to accomplish the required tasks in this time frame. The MRP implementation was significantly behind schedule and virtually at a standstill after three years in process. 

With each department and each supplier and customer working independently, no one had a clear picture of the overall problem and related issues. It was not clear if the installed capacity was adequate.

AH motor fuel in the United States is manufactured by private companies. Many of these are vertically integrated. That is, the same company finds the cmde oil or buys it from a producing government, refines it into finished products, and then sells to independent retailers who specialize in that company s blended products or sells at company operated service stations. There are also a significant number of companies that participate in only some aspects of the business cycle such as refining or marketing. 

Portland Cement Manufacture. The second greatest use of limestone is as raw material in the manufacture of Pordand cement (10). The average limestone factor per ton of Pordand cement is 1.0—1.1 t of pulverized limestone. Formox [Formaldehyde by oxidation] A process for oxidizing methanol to formaldehyde, using a ferric molybdate catalyst. Based on the Adkins-Peterson reaction, developed by Reichold Chemicals, and licensed by that company and Perstorp, Sweden. Acquired by Dyno Industries in 1989. The process uses formaldehyde produced in this way to make formaldehyde-urea resin continuously. A plant using this process was to be built in Ghent by 1991, owned jointly by Dyno and AHB-Chemie. Licensed to 35 sites worldwide. Several other companies operate similar processes. 

GAS/SPEC CS-Plus A process for removing carbon dioxide and hydrogen sulfide from natural gas by washing with a solution of a special amine. Developed and offered by Dow Chemical Company. Operated since 1988. 

As discussed in Chapter 1, optimization of a large configuration of plant components can involve several levels of detail ranging from the most minute features of equipment design to the grand scale of international company operations. As an example of the size of the optimization problems solved in practice, Lowery et al. (1993) describe the optimization of a bisphenol-A plant via SQP involving 41,147 variables, 37,641 equations, 212 inequality constraints, and 289 plant measurements to identify the most profitable operating conditions. In analogy to the demand side, procurement contracts are fixed by quantity and price with the objective to ensure a basis volume of raw materials. Spot procurement supports company s flexibility requirements and the company can decide the spot procurement quantity with certain flexibility around the offered quantity. Price levels for contracts and spot business differ and are volatile in each period. Typically, companies operate with few key strategic suppliers for a respective product or raw material. Therefore, price-quantity models like in sales planning are less applicable. More often is the case that specifically commodity-type raw materials are procured on many-to-many exchanges, which is out of the scope in our case as described in section 3.2.6.
