Training contracts

The main activation area is apprenticeships and training contracts for the young (see above).

One of the more intriguing cardiovascular developments is cardiomyoplasty where implantable technologies are blended with another part of the body to take over for a diseased heart. One company, Medtronic, in close collaboration with surgeons, has developed a cardiomyoplasty system to accompany a technique of wrapping back muscle around a diseased heart which can no longer adequately pump. A combination pacemaker and neurological device senses the electrical activity of the heart and correspondingly trains and stimulates the dorsal muscle to cause the defective heart to contract and pump blood. Over 50 implants have been performed to date. 

The contract or other agreements can establish responsibility for the necessary training. This can range from basic safety training at the toller s site to the toll specific process overview and job specific procedure training. 

The toller needs to be familiar with all raw materials, intermediate materials, products and wastes, used, produced or generated, respectively, while operating the process. Tollers in the U.S. should comply with the Federal OSHA Hazard Communication Standard, codified as 29 CFR. 1910.1200 and any similar state right-to-know laws that are currently in force or may be enacted during the term of the contract. This is often stated in the contract. The contract may require the toller to inform its employees of the chemical hazards associated with products or chemicals and may also be responsible for training its employees in the proper handling methods. The toller has an obligation when in doubt about a product or chemical, to seek further information from the product s manufacturer. 

It is incumbent upon the toller to develop and follow internal management systems as appropriate to support business needs, production needs, process safety, environmental responsibility, and worker health. The selection process should have considered whether or not satisfactory systems are in place. Nevertheless, the contract or auxiliary documents may be the vehicle used to help ensure that the system reviewed is the system actually used for completing the toll in question. Within the process safety management system, the management of change and training elements are essential subsystems. 

In addition to the plant workers, others may benefit from some special training related to the toll. It may be advantageous or required to consider laboratory personnel, technical support staff, management and others when planning training. Again, the contract may be the way to define this and document responsibility. 

If a toller has a contract to perform the same toll repeatedly, but on an infrequent basis, training should not be overlooked in preparation for restarting the repetitive toll. It is a good practice to provide refresher-training sessions to assure that the personnel have received current training. One company has picked a six-month period between campaigns as the indicator that the operations team needs refresher training. 

Names and training records of staff involved in sampling and analysis, or details of contract analysts and any quality standards/accreditation schemes with which they comply.

Regardless of the approach your company selects, what s important is the assurance that contract personnel, by whatever means, are as conversant as your own employees with those aspects of your PSM system with which they interact. For this reason, you may wish to consider meeting with your key contractors to discuss the system and how it may affect their persoimel. As part of this discussion, you will want to review whatever training the contractor provides to determine if it meets your needs and is appropriate for the PSM system. If the system requires additional contractor training, you can then work out (either as a global policy or on a case-by-case basis) how best to provide it. 

If you decide to conduct contractor training in-house, apply the same curriculum you would use with your own employees. If the contractor provides the training, make sure you are confident that it meets the same standards as your own you may also need to review contract language to assure that it properly reflects any adjustments in the contractor s obligations. In a situation that combines both approaches, use these suggestions case by case. 

Quality Management system priorities to consider are management responsibility, quality system principles, auditing, contract review, design control, corrective action, document control, quality records, training, product safety and liability, and statistical techniques, because these are critical aspects of the Quality Management system where Xmple Inc. already has some systems in place.
