Training refresher

Refresher Training — Refresher training must be completed at least once every 5 years from the date the BAT successfully completed the Qualification Training and Initial Proficiency Demonstration. 

Refresher training. Refresher training shall be provided at least every three years, and more often if necessary, to each employee involved in operating a process to assure that the employee understands and adheres to the current operating procedures of the process. The employer, in consultation with the employees involved in operating the process, shall determine the appropriate frequency of refresher training. 

When Employers must evaluate each employee required to be trained under this subpart to confirm that the employee understands the information provided in the training. Refresher training must be provided in relevant topics for each employee when, based on the conduct of the employee or an evaluation of the employee s knowledge, there is an indication that retraining is necessary. 

In addition to the initial evaluation of the credited operator action, a program should be established to ensure that all assumptions about the reliability of the operator response are maintained and improved. This would include, but is not necessarily limited to initial training, refresher training, procedures engineered to decrease the likelihood of human error, important human factors that have been identified. 

The cost and time commitment has been underestimated especially in regard to initial training, refresher training, and employee time taken in observation and intervention.

Training needs will vary according to team members familiarity with the approach you have selected. In a company with an active TQM program, you may need only a refresher course or briefing. For others it may be worthwhile to provide a more formal introduction to TQM techniques and processes. In many cases, the use of a trained facilitator (either from inside your company or an outside consultant) can greatly expedite the team s preparation and reduce the amount of individual team member training required. 

Performance problems may be exacerbated during unfamiliar or novel process events, for example, situations not covered in the emergency procedures or in refresher training. These events require knowledge-based information processing for which people are not very reliable. The types of errors associated with knowledge-based performance have been discussed in Chapter 2. 

It is not possible to predict all the potential situations which the process worker will have to deal with. Unfamiliar situations sometimes arise whose recovery is entirely dependent upon the operating team. When this is the case, the likelihood of success will depend upon the problem solving skills of the process workers. These skills can be trained in refresher training exercises...
