Incentive schemes

At point A, despite full management commitment to safety performance, with low employee commitment to safety, the number of accidents remains high employees only follow procedures laid out because they feel they have to. At the other extreme, point B, when employee commitment is high, the number of accidents reduces dramatically employees feel responsible for their own safety as well as that of their colleagues. Employee commitment to safety is an attitude of mind rather than a taught discipline, and can be enhanced by training and (less effectively) incentive schemes. 

There are at least three different forms of motivational campaigns posters, films, and incentive schemes.

Problems can also arise when the results of safety audits are used in a competitive manner, for example, to compare two plants. Such use is obviously closely linked to the operation of incentive schemes. However, as was pointed out earlier, there is no evidence that giving an award to the "best plant" produces any lasting improvement in safety. The problem here is that the competitive aspect may be a diversion from the aim of safety audits, which... 

Naturally, the organization that measures developer productivity in terms of lines of code written has some rethinking to do before reuse can succeed. Suitable incentives schemes should be based more on the ratio of code reused to new code written. 

Last but not least, a management system intended to steer people s performance needs to rigorously address achievements and failures, for example by actually linking KPI performance with incentive schemes and career opportunities. 

Putting in place the right performance measurement systems and incentive schemes, tailored to the different demands of each market arena/segment. These will often be much more aggressive than even the newest models in industrial companies. They will include both real carrots for superior performance and sticks for poor performance.

This company and its management must be informed of the true loss-causing sequence of events, the updated accident sequence, so that they can see it is better to institute controls based on risks, rather than trying to minimize the consequences after an accident. Under this heading come modifications to physical work design and layout, new machinery and work methods, changes in allocation of jobs to people, introduction of new incentive schemes so that different behaviour is rewarded and punished (e.g. payment schemes, promotion systems, direct safety incentives or simply what behaviour elicits praise from the boss), changes to safety rules, company policy or legal standards. 

Interpretation of these findings becomes even more problematic when it is noted that although Western Australia has no such scheme its lost-time injury rates per million hours worked have decreased steadily over the last decade. The fact that such a decline occurred in a state without a premium incentive scheme must raise doubts... 

It should be noted that unscmpulous employers are likely to find all sorts of devious ways of responding to the premium incentive schemes designed by the compensation authorities, quite apart from straightout claims suppression or contestation. One of the more ingenious is described in the 1990-91 Annual Report of the Victorian Accident Compensation Commission (p. 17). At that time claims based on a recurrence of an old injury or on a second injury were excluded from a firm s experience for the purpose of calculating premiums. This was, in part, to encourage employers to take employees back before they had fully recovered. It may also have reflected the belief that such workers were in some way... 

Eastern also runs an incentive scheme to encourage workers to act safely and to avoid lost-time injuries. Each miner who goes a year without a lost-time injury (LTI) is rewarded with 250 and any shift which goes three months without an LTI is similarly rewarded. Injuries which do not result in lost time are ignored for the purposes of these rewards.

Motivation is the driving force behind the way a person acts or the way in which people are stimulated to act. Involvement in the decision-making process in a meaningful way will improve motivation as will the use of incentive schemes. However, there are other important infiuences on motivation such as recognition and promotion opportunities, job security and job satisfaction. Self-interest, in all its forms, is a significant motivator and personal factor. 

Continuously, stricter legislation on emissions and pollution is introduced in most countries. This will be supported by incentive schemes given to energy technologies that have inherently lower emissions. 

Safety budgeting is allocating financial and other resources necessary to achieve the safety objectives. A budget allocation may be required for the reporting incentive scheme. Funds should be allocated. Mechanical or structural repairs or modifications may be needed to eliminate hazards reported through the near miss incident system and these expenses must be budgeted for as well. 

In the first year after the initiation of this incentive scheme, the frequency of culpable accidents per 100,000 km driven fell abruptly by about one-third, and subsequently continued to drop more smoothly in 1981, the accident rate per km amounted to about 14% of what it had been in 1956, prior to the programme. Any incentive scheme should be developed in cooperation and consultation with those people to whom it will be applied. People are more likely to achieve goals they themselves have helped define (Latham and Boldes, 1975 Komaki et al., 1978 Pettinger et al., no date). An incentive can be an incentive only to the extent it is considered attractive by the audience to whom it is addressed. A programme that fails to have the endorsement of the target audience may be resented and lead to unwanted consequences similar to those observed when unsafe acts are punished.
