Automotive Refinish Paints. Paint for appHcation to automobiles after they have left the assembly plant is a significant market. Although some of this paint is used for fuU repainting, especiaHy of commercial tmcks, most is used for repairs after accidents, commonly just one door or part of a fender, and so forth. In order to be able to serve this market, it is necessary to supply paints that match the colors of aH cars and tmcks, both domestic and imported, that have been manufactured over the previous ten years or so. Repair paints for the larger volume car colors are manufactured and stocked, but for the smaller volume colors formulas are suppHed by the coatings manufacturer to the paint distributor that permit a reasonable color match for any car by mixing standard bases. 

Numerous accidents, coupled with decreased consumption of BlkPdr reduced the domestic US sources to one. Consequently, the US Army has contracted to build a fully automated plant which employs the novel Loevold process (see below), which uses high velocity air to break up and blend the ingredients (Refs 53 63). This remotely controlled process is claimed to be safe (Ref 95). The product is to meet US military specifications (Ref 79), although this remains to be demonstrated... 

Operating with chemicals and pressurized containers always carries a certain risk, but the safety features and the precise reaction control of the commercially available microwave reactors protect the users from accidents, perhaps more so than with any classical heating source. The use of domestic microwave ovens in conjunction with flammable organic solvents is hazardous and must be strictly avoided as these instruments are not designed to withstand the resulting conditions when performing chemical transformations. 

The accident at the Chernobyl, Ukraine, nuclear reactor on April 26, 1986, contaminated much of the northern hemisphere, especially Europe, by releasing large amounts of radiocesium-137 and other radionuclides into the environment. In the immediate vicinity of Chernobyl at least 30 people died, more than 115,000 others were evacuated, and the consumption of locally produced milk and other foods was banned because of radiocontamination. The most sensitive local ecosystems were the soil fauna and pine forest communities. Elsewhere, fallout from Chernobyl measurably contaminated freshwater, marine, and terrestrial ecosystems, including flesh and milk of domestic livestock. Reindeer (Rangifer tarandus) calves in Norway showed an increasing frequency of chromosomal aberrations that seemed to correlate with cesium-137 tissue concentrations tissue concentrations, in turn, were related to cesium-137 in lichens, an efficient absorber of airborne particles containing radiocesium and the main food source of reindeer during winter. A pattern similar to that of reindeer was documented in moose (Alces) in Scandinavia. 

There are many instances when a family member (collateral) will seek help for a problem before the person with the drug problem does. Often, however, the family member will not be forthcoming about the drug problem, or it will not be otherwise obvious that drug abuse is indirectly involved. Excellent examples of these types of situations include the family members seeking help as victims of domestic violence or parental neglect, or are injured in accidents. 

There are major consequences of alcoholism, from child abuse to domestic or public violence to traffic accidents and from cirrhosis to hypertension. Mean life expectancy of alcohol abusers is around 55 years. Alcohol seems involved in several hundred thousand deaths each year in Europe, with considerable added social and health care costs. This is in clear contrast with the little attention paid to the treatment of alcohol dependence and abuse. It is important to note that there is an increasing knowledge of similar effects on driving etc. from other psychoactive substances, particularly from the seda-tive/tranquillizer drugs and antihistamines. 

By virtue of their versatility, activated carbons (ACs) are the most frequently employed adsorbents. Since ancient times the high affinity of carbon for a wide diversity of chemical species has established it as a multi-purpose adsorbent. They are used extensively not only in daily life in domestic or office air filters but also on an industrial scale for gas purification. As they are general adsorbents they are the first choice for dealing with industrial accidents or terrorist attacks. 

Whatever the origin of chemical bum lesions (i.e., whether resulting from a domestic accident, a chemical assault, or an industrial accident), such injuries can often result in serious functional visual injuries and significant physical and psychological consequences for the victims. 

Over 50% of Americans who currently drink report having a close relative who abuses alcohol 25% are children of an alcoholic parent. Alcohol abuse can devastate families by causing separation, divorce, and domestic violence, as well child abuse and neglect. Six million children live with an alcohol-abusing parent, and this can result in problems at school such as low attendance, academic difficulties, attention deficit disorders, and behavioral problems. Each year in America, more than 100,000 people die from alcohol-related accidents (cars, falls, fires, drownings, burns), cancer, liver disease, and stroke.

The toxicity associated with polychlorinated hydrocarbons, including polychlorinated naphthalenes were recognized very early due to a variety of industrial accidents.75 However, the first evidences of bioaccumulation and toxicity on animals was noted in 1966 when emaciated seabird corpses with very high PCB body burdens washed up on beaches.74 Concern over the toxicity and persistence (chemical stability) of PCBs in the environment led the United States Congress to ban their domestic production in 1977, although some use continues in closed systems such as capacitors and transformers. PCBs are persistent organic pollutants and despite the production ban in the 1970s, they still persist in the environment and remain a focus of attention.76 Their use as fire retardants was discontinued when their toxicity was discovered. 

Perhaps the most renowned example is the extensively-used 2,4,5-T (2,4,5-trichlorophenoxyacetic acid), or rather the 2,3,7,8-tetrachlorodibenzo- -dioxin (TCDD) impurity which sometimes accompanies it. During massive use of the herbicide as a defoliant in the Vietnam war, TCDD was found almost by accident to be one of the most toxic synthetic substances ever tested. Soon, it was shown to be present in domestic 2,4,5-T as well as in the chemical warfare agents. Tests in laboratory animals demonstrated that some of the observed levels indeed were quite high enough to cause toxic effects (32). 

FEMA is not the only culprit a breakdown occurred on all levels of government. According to the National Response Plan that establishes a comprehensive all-hazards approach to enhance the ability of the United States to manage domestic incidents, local, state, and federal authorities are all designated specific responsibilities and duties. The mayor is responsible for coordinating local resources to address the full spectrum of actions to prevent, prepare for, and recover from major disasters, accidents or acts of terrorism. He/she requests state and, if necessary, federal assistance through the governor of the state when the jurisdiction s capabilities have been... 

Human Hazard—For hazards to humans and domestic animals, the required precautionary statement serves as an expansion of the front panel signal word. Precautionary statements must indicate the nature of the hazard involved, the route or routes of exposure, and the precautions that should be taken to avoid accident, injury, or damage (162.10(h)(2)(i)). The appropriate hazard signal word must immediately precede the precautionary statement paragraph. See Table 10.3 for examples of precautionary statements by toxicity category as they appear in EPA s current regulations.
