The Planning Committee

When selecting die members of a team diat will bear overall responsibility for emergency plamiing, the following considerations are important. 

Eniergencies will happen it is only a question of time The group must possess, or ha c ready access to, a wide range of expertise relating to the community, its industrial facilities, its transportation systems, and the mechanics of emergency response and response phmning 

The members of the group must agree on their purpose and be able to work cooperati ely 

The group must be representative of all the elements of the community that have substantial interest in reducing the risks posed by emergencies 

Other individuals who could also seiA e the coniniunity well and should be a part of the coniiiiittce include tccluiiail professionals, city plmuiers, academic and university researchers, and local volunteer help organizations.

The above data should be useful for tlie planning to be accomplished by tlie local emergency planning committee and first responders, especially fire departments and HAZMAT teams. Both tlie hazards analysis (discussed in detail in Parts II and IV) and tlie development of emergency countermeasures should be facilitated by the availability of MSDS information. If significant new information regarding a chemical is discovered, revised material safely data sheets must be submitted. 

The plan should be developed by a committee representing the community residents. Teclmical experts should be included to help make tlie plan appropriate. 

The authority granting permission to build will depend upon the type and size of building. Major projects, such as nuclear power stations or large industrial complexes, may involve a public enquiry and the need to produce a study into the environmental impact. Though a committee nominated by the local authority will consider the planning submission. 

Report releases of a reportable quantity of a hazardous substance to the state Emergency Response Commission (SERC) for each state likely to be affected. Also provide notice to the local Emergency Planning Committee (LEPC) for any area affected by the release.

Another external response to concerns about MCOs has been an increased interest in measuring the quality of care they deliver [35]. This interest has resulted in the development of numerous quality indicators. One example, HEDIS (Health Plan Employer Data and Information Set), is a standardized set of performance indicators used to compare health plans. Developed by the National Committee for Quality Assurance, HEDIS measures allow employers and employees to evaluate different plans. Only a small number of HEDIS indicators are related to medication use, but more drug-related indicators are likely to be added in the future. The use of quality indicators likely will increase as the measures become more refined and tested.
