Committee management

The HAZOP committee must be composed of people with specific experience related to the process at hand. The chair, or faciUtator, responsible for managing the committee should be highly familiar with the HAZOP procedure and should have excellent committee management skills. This person must ensure that the discussion is focused and productive, and then oversee the paperwork and progress of the work. 

If it has not been already completed, the first recommended task is to establish/designate a validation team within the company—perhaps one snch team at each of mnltiple sites. If one elects to have a separate team at mnltiple sites, these teams mnst make certain that they carry ont the validation processes consistently across all sites. In larger corporations, this is often accomplished via a central validation committee managing the individnal gronps at the varions sites. For smaller companies a team may consist of only one individual. The goal of the team(s)/committee is to draft comprehensive validation plans and protocols across all the instrnments, systems and processes that reqnire validation. They must then diligently execnte, document and verify each validation procedure. 

The Secretariat is the administrative office of The Cochrane Collaboration, and supports the work of the Steering Group and its sub-committees, manages the central finances of the organisation, and facilitates communication (www.cochrane.org/contact/ entities.htm secretariat). It is based in Oxford, England, and has four full-time members of staff the Chief Executive Officer, Secretariat Administrator, Deputy Administrator and Administrative Assistant.

The Commission also proposes reducing the number of specific Programmes and the number of committees involved in their management. Moreover, research work Programmes should be capable of rapid adjustment to deal with emergency needs. 

Most of the techniques for determining risk or identifying hazards that are discussed herein require analysis by committee. The committee must be formed from individuals having specific and relevent experience to the chemical process under consideration. Furthermore, the management of this committee is paramount to the success of the project. Members must focus on the problem at hand and continue to make satisfactory progress. 

At the completion of the review of the report, an action plan is formulated and changes agreed upon by the committee are implemented. A final check must be made by management to ensure that these changes are actually completed. 

The HAZOP procedure, performed by committee, is mostiy an organizational one. There is Httie technology associated with the process. The HAZOP approach is capable of identifying hundreds of items for a reasonably complex process. This information must be organized and managed properly.

Logically, a representative carries the wishes of the people they represent to a place where decisions are taken that affect them - this is the case for Members of Parliament, Union Representatives, Committee Members, etc. The note would appear to address the need for representation outside the business. Inside the business, the representative represents management to the workforce but not in the same sense. The person carries the wishes of management (i.e. the policies) to the workforce so that the workforce makes decisions that take into account the wishes of management. 

I am pleased to announce that the Management Committee has designated (corporate safety director) to lead the development of our companywide PSM initiative. In this capacity, (name) will be responsible for recommending a detailed plan of action for review and approval by the Management Committee. Our expectation is that, once approved, the plan will be tested at a selected site to be determined, and ultimately implemented throughout the company. 

An important part of (name s) mandate from the Committee is to assure that our plan for managing process safety reflects our businesses diverse needs and takes full advantage of our resident experience and specialized expertise. To do this, (name) needs your help effective implementation of PSM can only be achieved as a team effort. For this reason, we have encouraged him to identify and call on experts throughout Company X to work with him.

Consider your own experience with task teams, both within your company and in other contexts such as industry associations, professional committees, or even non-professionai groups such as volunteer or community organizations. Review what worked and didn t work, what you liked and didn t like, and what you found rewarding or frustrating about each experience. This simple exercise helps identify potential pHMIs as well as successful techniques for managing a task team.
