Test construction

RCT are designed to successfully solve a whole number of tasks in nuclear power when testing fuel elements, in aviation and space industry when testing construction materials, nozzles and engine units, turbine blades and parts, in electromechanical industry-cables switching elements, electric motors in defense sphere- charges, equipment in prospecting for research of rock distribution and detection of precious stones in samples. 

Before the designation, the laboratories developed their laboratory methods for testing, constructed and made operational their laboratory quality system and obtained its accreditation, and continued the participation and successful performance in the OPCW proficiency tests (PT). Analytical methods in particular and a certain level of quality assurance systems have existed in the laboratories, involved often in research, well before their designation. Therefore, as the above paragraphs suggest, schema-based assessment requires a reconsideration of the basic principles behind test construction and use. The issues just mentioned outline some of the differences between schema-based tests and traditional tests. The remainder of this chapter examines some of the major implications of schema theory for test development and test interpretation. Some of the implications are far-reaching and must await new methodologies. Others are candidates for immediate implementation. 

Test construction and item generation under schema theory require new approaches. It is worth considering how test items can be constructed to reflect the linkages expected in students knowledge of a subject. The nature of the linkages points to two possible representations a hierarchy and a network. 

The Turkheimer study discussed in chapter 10 pointed out that correlations between heredity or environment and IQ are dependent on socioeconomic class, with environment contributing nearly all the variance for the lower socioeconomic class.81 The study shows us that the contributions of heredity and environment to variance of IQ scores depend on the socioeconomic class of the population tested. The Flynn effect shows us that distributions of IQ scores are artifacts of test construction and depend on the generation tested. Both effects are of great importance for social policy.

For Landfill Class I (disposal of mineral or mineralised wastes with low contamination) and for conventional landfills for demolition waste, excavated soil etc. only a compacted clay liner is required. The contractor (via the testing contractor) assembles documentation conducts training and coordinates, schedules, and performs commissioning testing. Construction corrections and delays are the contractor s responsibility. But the commissioning authority is there to verify the results of tests and help identify solutions, as needed.
