Systematic Approach to Training

DOE recommends the use of a systematic approach to training, in which the content of training is commensurate with the potential hazards, exposures, worker roles and responsibilities, and requirements of the project (see Eigure 8-1) [1]. The description of this systematic approach sounds like a great idea. However, in some cases the execution of the systematic approach is difficult to attain. In general, training classes aim content and level to reach at least 80 percent of attendees. 

Training for other activities such as deactivation and D D may not fall under the hazardous waste definition. As previously mentioned, the authors believe that, in many cases, applying hazardous waste principles based on a hazard-based approach will help to provide a safe worksite and add value to these activities. These activities may involve hazard abatement processes, such as chemical lab packing, asbestos, lead, mercury, or

The only persons who should be potentially exposed are those who are trained, qualified, and medieally fit personnel who deal appropriately with the hazard. Workers in the enelosure are proteeted by PPE, respiratory proteetion, engineered ventilation systems sueh as negative air maehines, high-eflfieieney partieulate air (HEPA) vaeuums, and administrative eontrols.

Many of the incidents occurred due to a combination of causes and validly could be assigned to several categories, but for simplicity they have been assigned here to one category only — the prime (or prima facie) cause. As will be appreciated, the prime cause is often merely the symptom of a more deep-rooted cause — for example, lack of a systematic approach to reaction hazards assessment, no proper basis of safety, inadequate attention to plant design and control, and poor or absent operating procedures, instructions and training. 

This means developing a systematic approach to driver training, corrective action, and when necessary, discipline. Your system must include work processes, procedures, and effective defensive driving training that serve to prevent vehicle accidents before they happen. 

The training needs analysis forms part of a systematic approach to the management of training. 

Administrative improvements related to the mitigation systems include mainly a more systematic approach to outage planning where umbrella schedules are being developed covering a series of systems, to prevent opposing unavailability of trains of front line systems and support systems.
