This system has proven to provide adequate levels of safety in the Gulf of Mexico and other similar areas where it is possible to abandon the location during a catastrophic event. A Safety Case is a narrative that literally makes the case that an adequate level of safety has been reached for an installation. It requires looking at all potential hazards which could lead to a loss of the installation, a loss of life, or a major pollution event. A risk analysis is performed on each hazard evaluating the probability of the event occurring and describing the magnitude of the consequences. A discussion is then given of the measure undertaken to lower the probability of occurrence or to mitigate the consequences and a case is made that the risk for the installation meets the ALARP safety criteria. [Pg.423]

In the United Kingdom, the Health and Safety at Work Act (1974) and regulations made under it require occupiers to provide a safe plant and system of work and adequate instruction, training, and supervision. In the European community, occupiers of major hazard sites are required to produce a safety case, which describes how hazards have been assessed and are kept under control. Many other countries have similar legislation, though standards of enforcement vary. [Pg.428]

The comprehensive and detailed assessment of the risks required for a safety-case can only be satisfactorily carried out for major installations with the aid of computer software. Suites of programmes for quantitative risk analysis have been developed over the past decade by consulting firms specializing in safety and environmental protection. Typical of the software available is the SAFETI (Suite for Assessment of Flammability Explosion and Toxic Impact) suite of programs developed by DNV Technica Ltd. These programs were initially developed for the authorities in the Netherlands, as a response to the Seveso Directives of the EU (which requires the development of safety cases and hazard reviews). The programs have subsequently been developed further and extended, and are widely used in the preparation of safety cases see Pitblado el al. (1990). [Pg.396]

The regulatory environment is changing in Victoria with introduction from March 2000 of the Major Hazard Facilities Regulations, based on the Seveso II Directives. These are expected to flow on to the other states considered in this chapter. The key requirement of these regulations is the preparation of a Safety Case, which must demonstrate, among other requirements, that the risk from the new plant has been reduced to as low as is reasonably practicable - ALARP . The plants will incorporate a number of design features intended to reduce the risk from the facilities and demonstrate compliance with this criterion. [Pg.150]

A safety case approach along the lines of the Seveso63 requirements is another possible alternative for determining regulatory coverage. The safety case requires a detailed explanation of why a process is safe to operate. Again, objective criteria such as NAICS codes, thermodynamic properties, or some combination of those criteria previously discussed are used to establish coverage. [Pg.353]
