For new processes, the employer will find a PHA helpful in improving the design and construction of the process from a reliability and quality point of view. The safe operation of the new process is enhanced by making use of the PHA recommendations before final installations are completed. P IDs should be completed, the operating procedures in place, and the operating staff trained to run the process, before startup. The initial startup procedures and normal operating procedures must be fully evaluated as part of the prestartup review to ensure a safe transfer into the normal operating mode.

For recording results, observations and other analytical data, it may be convenient for the laboratory to design, produce and use pre-printed forms. This has a number of advantages. It ensures uniformity in the way results are recorded and calculations are made, it facilitates staff training, it simplifies checking and detecting errors and maintains cost-effective consistency of approach.

All staff should receive initial training and annual refresher training on the contents of the emergency preparedness plan. Bringing in an emergency response specialist to assist with preparation of the emergency preparedness plan and provide staff training is an option that should seriously be considered. 

Analytical methods should be validated as fit-for-purpose before use by a laboratory. Laboratories should ensure that, as a minimum, the methods they use are fully documented, laboratory staff trained in their use and control mechanisms established to ensure that the procedures are under statistical control. 

STL are accredited by the Department of Trade and Industry via the National Measurement Accreditation Scheme (NAMAS). This covers all aspects of laboratory operations, such as organization of the laboratory and methodology, equipment and staff training, quahty-control systems and storage of data. The company acquired the first accreditation in the UK for the analysis of organic compounds by GC-MS. It also operates appropriate procedures to conform with the Department of Health s Good Laboratory Practice (GLP) recommendations. 

Verihcation of staff training record verify the staff trained on cleaning SOP. The training of staff responsible for the equipment cleaning is to be verihed from the training record and SOP. Refer to attachment no. 2200.10(D).
