Stages in hazard characterization according to the European Commission s Scientific Steering Committee are (1) establishment of the dose-response relationship for each critical effect (2) identification of the most sensitive species and strain (3) characterization of the mode of action and mechanisms of critical effects (including the possible roles of active metabolites) (4) high to low dose (exposure) extrapolation and interspecies extrapolation and (5) evaluation of factors that can influence severity and duration of adverse health effects. 

The current structure of MedDRA is defined in Table 21.6. There will be a central maintenance organization responsible for development, user support, implementation and communication as well as an international user group. A management board will oversee the activities of the central maintenance organization with direction provided by the ICH Steering Committee. A standard medical dictionary will facilitate electronic data exchange between industry and regulatory authorities worldwide, as recommended by the ICH.

The DG SANCO system of Scientific Committees established in 1997 included a Scientific Steering Committee and eight specific committees. Risk assessment responsibilities, previously carried out by the Steering Committee and the five scientific committees in the field of food and feed... 

In 1997, the Commission transferred responsibility for these committees to DG SANCO and restructured the system. It established a Scientific Steering Committee and defined the mandates for eight scientific advisory committees (Commission Decision 97/579) (Fig. 13.1). The aim of the reform of the system was to increase the independence of the expert committees from national government and other interests and to increase transparency. Members of the expert committees are required to declare any interests they may have that could affect their impartiality in dealing with a particular subject or substance on a committee s agenda. 

The platform governance will rely on a steering committee composed of financial backers and a scientific board. The steering committee will be responsible for the realisation of the tests operated by CEA as proprietor of the platform. Particular agreement between members of the governance boards will have to deal with confidentiality and intellectual property rights. 

These responsibilities describe and define the function of public health in assuring the availability of quality health services. The unique features of public health were further defined in 1994 by an Essential Public Health Services Working Group of the Core Public Health Functions Steering Committee of the United States Public Health Service (see Case Study 10.1 Turncock, 2004). 

The Sustainability Center acts as an interface between the Sustainability Council and the International Steering Committee. It coordinates various internal projects and teams and is responsible for BASF Group communication on sustainability.
