Transferring Responsibility

In this approach the transferee of this responsibility can be one or both of the two private parties either the party that is the subject of inspections or a third party. In the case of the former, the private party would self-inspect through internal audits, checks and evaluations, whereas in the latter, the private party would procure the services of an external private party to carry out inspection on its facilities. [Pg.87]

In 2009, this transfer of responsibility is exactly what the Conservative Party in the United Kingdom has announced as one of their key policies The power of Government inspectors will be drastically curbed by allowing firms to arrange their own, externally audited inspections and, providing they pass, to refuse entry to official inspectors. This policy is effectively a combination of the two approaches in transferring the inspection responsibility to a private party, envisaging that the private parties would self-police in the first instance but complement it with third-party inspections. [Pg.87]

As novel as it may seem firom the outset, this idea was not unique to the UK s Conservative Party. In 1979, the Supreme Court of Iowa in the United States put forward a similar point when deliberating on the role of municipalities in building inspections.
