The first draft of the risk assessment reports are written by the Member States, which act as rapporteurs . Generally, one Member State acts as rapporteur for a prioritized substance or group of substances however, for some prioritized substances, more than one Member State can act as rapporteurs. The risk assessment process is coordinated by the ECB. Stakeholders are involved in the process through the Technical Committee for New and Existing Substances (TC NES). The Commission mediates the meetings, which attempt to reach consensus on the conclusions of the risk assessments. During the risk assessment process, the Scientific Committee on Health and Environmental Risks (SCHER) is requested to provide an opinion. [Pg.36]

We are addressing these questions through a case study of the Commission s scientific committee, which, more than others, has chemical risks on its agenda -the Scientific Committee on Health and Environmental Risks (SCHER).2 This study is based partly on official documents produced by the Commission and SCHER (including protocols and rules of procedure ) and partly on interviews... [Pg.302]

Furthermore, the human health section of the EU Risk Assessment has concluded that the fire retardant additive TBPBA carries no risks, and the EU Scientific Committee on Health and Environmental Risks (SCHER) has confirmed the EU (Risk Assessment) conclusions that TBPBA presents no human health risk. TBPBA is a brominated flame retardant (used in electrical equipment including computers, televisions, and in printed wiring boards (PWB), and so on [21],... [Pg.46]

Synthesized conclusions of the lARC monograph on smokeless tobacco (lARC 2007) and the opinion of the Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) on the health effects of smokeless tobacco SCENIHR (2008) can be summarized as follows (a) all forms of ST are potentially addictive (b) all forms of ST are carcinogenic (c) there are probable reproductive health effects (d) there are probable risk factors for myocardial infarction (e) there is limited... [Pg.77]

The Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) deals with questions concerning emerging or newly identified risks, and broad, complex, or mulfidisciplinary issues requiring a comprehensive assessment of risks to consumer safety or public health, and related issues not covered by other community risk assessment bodies (EU 2006f). [Pg.43]

In particular, these are conclusions of the Scientific Committee on Emerging and Newly Identified Health Risks (CSRSEN or SCENIHR) presented in a 2006 report. See modified opinion (after public consultation) on the appropriateness of existing methodologies to assess the potential risks associated with engineered and adventitious products of nanotechnologies, SCENIHR, 2006. [Pg.343]

Smoking has been identified as a problem mainly in poorly ventilated open-plan offices and amongst employees who may suffer some form of respiratory complaint, e.g. asthma or bronchitis. Other people may complain of soreness of the eyes, headaches and stuffiness. In 1988 the HSE s booklet Passive Smoking at Work drew attention to the concept of passive smoking, and work carried out by the Independent Scientific Committee on Smoking and Health identified a small but measurable increase in risk from lung cancer for passive smokers of between 10% and 30%. [Pg.132]

Because this hypothesis generated considerable anxiety and had broad pubhc health implications, the Nutrition Foundation (formerly affiliated with the International Life Sciences Institute but now defunct) convened a committee to evaluate the scientific evidence relative to the Feingold hypothesis, and if warranted, provide guidelines for further research. The committee, known as the National Advisory Committee on Hyperkinesis and Food Additives (1975), found no conclusive link between diet and behavior, but could not rule out a possible association since no studies appropriate for testing the hypothesis had been carried out. Based on the committee s recommendations, several doubleblind crossover studies were subsequently conducted, but these produced... [Pg.150]

European Commission (2002). Opinion of the scientific committee on veterinary measures relating to public health on review of previous SCVPH opinions of 30 April 1999 and 3 May 2000 on the potential risks to human health from hormone residues in bovine meat and meat products (adopted 10 April 2002). [Pg.284]

On November 20, 1984, Secretary Heckler received from the Natural Resources Defense Council (NRDC) a petition to declare the subtherapeutic uses of penicillin and the tetracyclines in animal feeds an imminent hazard to the public health. NRDC argues that, on the basis of three recently published scientific studies—the O Brien and the two Holmberg studies discussed earlier—FDA is likely to eventually withdraw approval of the subtherapeutic uses of penicillin and the tetracyclines in animal feeds. NRDC argues, based on these studies, that these uses meet the criteria for imminent hazard under the law. The petition and its impact were discussed before Congress, in hearings before the Committee on Science and Technology in December of 1984 (15). [Pg.106]

The Scientific Committee on Consumer Products (SCCP) handles questions concerning the safety of consumer products (nonfood products intended for the consumer). In particular, the Committee addresses questions in relation to the safety and allergenic properties of cosmetic products and ingredients with respect to their impact on consumer health, toys, textiles, clothing, personal care products, domestic products such as detergents, and consumer services such as tattooing (EU 2006f). [Pg.43]
