Baseline schedule

To facilitate cost control, a total project technical baseline should be established at the earliest possible time from this, a cost and schedule baseline can be developed and maintained throughout the project.

The second pass, Cost/Schedule/Scope, derives a "schedule" baseline from the scope baseline and establishes an optimum schedule for the project. This employs a systems engineering approach that documents the logic of when the activities can be performed, the labor and material that can be applied to each activity, how the activities are assumed... 

The PP is the mental or first creation. PMI (2008) defines a PP as A formal, approved document used to guide both project execution and project control. The primary uses... are to document planning assumptions and decisions, to facilitate communication among stakeholders, and to document approved scope, cost, and schedule baselines. The PP is the documented roadmap of the project prepared before the project gets underway. And recall, for purposes of this chapter and book, that project is broadly defined. 

The time taken to complete a base line study and EIA should not be underestimated. The baseline study describes and inventorises the natural initial flora, fauna, the aquatic life, land and seabed conditions prior to any activity. In seasonal climates, the baseline study may need to cover the whole year. The duration of an EIA depends upon the size and type of area under study, and the previous work done in the area, but may typically take six months. The EIA is often an essential step in project development and should not be omitted from the planning schedule. 

You may be able to achieve some economies by linking the PSM baseline assessment with other, scheduled review programs in your company, e.g., annual safety reviews, compliance audits, etc. 

Reference or baseline data sets should be acquired for each machine-train or process system to be included in a predictive maintenance program when the machine is installed or after the first scheduled maintenance once the program is established. These data sets can be used as a reference or comparison for all future measurements. However, such data sets must be representative of the normal operating condition of each machine-train. Three criteria are critical to the proper use of baseline comparisons reset after maintenance, proper identification, and process envelope. 

As a minimum, your baseline data set should include the labor, overhead, overtime premiums and other payroll costs of the maintenance department. It should also include all maintenance related contract services, excluding janitorial, and the total costs of spare parts inventories. The baseline should also include the percentage of unscheduled maintenance repairs versus scheduled actual repair costs on critical plant equipment and the annual availability of the plant.

Discussion This was first adequately documented study of the exposure of military volunteers to BZ. More extended baselines were used, as well as scheduled observations at 1, 2, 3, 4, 5, 6, 10, 24, 48 and 72 hours after administration of the drug. Vital signs and neurological status were recorded at approximately the same intervals. The examining physician recorded mental status changes whenever they occurred. The data were less than optimal due to the infrequency of observations after 10 hours, as well as the brevity of written records of behavioral changes. 

The protocol should specify what should be recorded directly into the CRF and what will also be recorded in the medical records. The CRF will contain all the pertinent data associated specifically with the clinical trial but some will be repeated in the medical records, for example, the protocol identification number, date of consent, date of commencement of the study, key baseline medical findings, visit dates, start and finish dates of the study drug/placebo or treatment, concurrent medication, adverse events and key efficacy and any unscheduled or scheduled actions or interventions (such as escape medication). Additional information obtained from biopsy reports, radiographs and similar documents will provide confirmation that the data in the CRF are recorded correctly. Monitors, QA auditors and inspectors need to see all the medical records available to the investigator. It is not appropriate to create copies of data from CRFs or checklists derived from medical records and claim that these are source documents. 

Finding 9. Cost containment efforts in the closure of JACADS are fragmented and have been inhibited by the absence of a total project cost baseline estimate for the Army and all contractors supporting closure activities. A multiyear program cost estimate and schedule that encompasses all closure costs is essential for the cost-effective completion of the JACADS closure campaign. Costs will probably change as the closure project evolves. 

She should be encouraged to take calcium and vitamin D supplementation immediately. She should be scheduled for baseline determination of her bone density so that any evidence of loss of bone mass can be ascertained. 

The judicious use of biological monitoring entails the scheduled administration of the test within the context of the exposure history. The usefulness of urinary concentrations of heavy metals, such as uranium, can be highly dependent upon the time between the collection of the specimen and the last exposure (12). The assessment of blood cholinesterase levels is similarly dependent upon the temporal relationship between the administration of the test and the exposure (13). The designation of an exposure or medical parameter as normal or abnormal can be made in relationship to the individuals baseline status 0,J ) or in reference to results from a statistically generated reference group (14,15). 

The current plan fora modified baseline process at Pueblo calls for shipping agent-free energetics to off-site destruction facilities, and negotiations with regulatory agencies and outside disposal facilities are under way. If off-site shipment is not permitted, an on-site DFS will be used if the decision to use a DFS is delayed, it could adversely affect the project schedule. 

This evaluation represents the committee s understanding of the conceptual design of the modified baseline process based on information made available at the time the report was prepared. Because preliminary cost estimates and schedule information were not made available, the committee could not evaluate cost and schedule implications. 

The schedules shown to the committee were simply lists of things that had to be done and the time estimated to complete each of them. Alternative paths that would be generated as decisions were made were not evident, nor were any time-related probabilities assigned. The schedules presented to the committee are extremely vulnerable to unforeseen or external events. Moreover, the committee was not provided with total project cost estimates, even of a conceptual or preliminary nature. Without these estimates, it is extremely difficult to evaluate engineering decisions and select the most cost-effective technologies. Based on the lack of documentation, the committee concluded that an adequate preproject plan for a modified baseline process at Pueblo may not exist. If this is true, the completion of the project on schedule and within budget is unlikely.
