The audit includes a review of the process safety information, inspection of the physical facilities, and interviews with all levels of plant personnel. Using the procedures and checklist, the team systematically analyzes compliance with the PSM Rule and any other relevant corporate policies. The training program is reviewed for adequacy of content, frequency and effectiveness of training. Interviews determine employee knowledge and awareness ofthe safety procedures, duties, rules, and emergency response assignments. The proactive activities required by the safety system change the way safety is traditionally viewed and managed. Once employees see that effort is directed into proactive activities, and that the sole focus of safety is not them and the injury rate, they feel confident to become a part of the process. Getting employees on board is a major change in safety culture, and normally one of the biggest hurdles to overcome. Firms inspected first have more time to eliminate workplace hazards and, therefore, should have fewer injuries if inspectors correctly identify health and safety hazards.
