Safety Management Procedures

Stage 2 of the review identified a Safety Management Procedure (SMP) that should be taken up by the Environment Agency. The National Roads Authority published the Safety Management Procedures for National Roads in Ireland in 2012, that covers the procedures for management of road safety on tlie national road infrastracmre in Ireland [CUL 12], It describes the roles and responsibilities of those engaged in the management of road safety and outlines the procedures to be followed to address the requirements of the EU Directive 2008/96/EC on Road Infrastmcmre Safety Management (RISM) and its transposition into Irish Law under S.l. No. 472 of 2011. 

The FMCSA has determined that ( Company Name f would benefit from the development and implementation of a Cooperative Safety Plan (CSP) to address the deficiencies identified above. The CSP must include a written description of the safety measures that will be implemented and must specify the time frame for implementation of the described safety measures. The development of the CSP is solely intended as a tool to help ( Company Name i come into compliance with the Federal Motor Carrier Safety Regulations and the Hazardous Materials Regulations. Failure to improve your company s safety performance will result in further investigation of its safety management procedures, which may include requests for additional data through offsite or onsite investigations. Continued poor safety performance may also result in enforcement action against your company. 

The audit team, through its systematic analysis, should document areas that require corrective action as well as where the process safety management system is effective. This provides a record of the audit procedures and findings and serves as a baseline of operation data for future audits. It will assist in determining changes or trends in future audits. 

Develop specific process safety management systems. Working within the pian, the task groups will develop specific systems and procedures for implementing PSM. The Division A team will focus on its own operations, while (name s) group will direct its efforts toward the other divisions. 

The "Capital Projects Design Review Procedures" element of process safety management assures that the design, the equipment and the construction are properly reviewed for all new projects. Process safety review procedures should be involved with the project from its inception. One method of illustrating the various phases of a project is shown in Figure 8.1 (Figure 5-1 from CCPS, 1989a). 

Identified hazards can either be reduced at the root (e.g., reduction of inventory) or by introduction of protective systems (e.g., automatic emergency shutdown). The increased understanding of the chemistry and the process that is obtained from hazard evaluation procedures provides guidance for many other elements of process safety management as well (e.g., procedural instructions, emergency strategies, personnel training, and preventive maintenance).

A safety management system for implementing the prevention policy has been put into effect. The policy should include the organizational structure, responsibilities, practices, procedures, processes, and resources for determining and implementing the policy.
