Prevention Policy

Regulate the design and operation of defined major hazard installations. All necessary measures are required to prevent and limit the consequences of major accidents. Operators of upper-tier sites must produce a detailed Safety Report those of lower-tier sites must prepare a Major Accident Prevention Policy. 

Binding occupational exposure limit values reflect feasibility factors related to social acceptability. When the results of environmental monitoring have to be compared with OELs, factors that influence exposure and that entail preventive policies are considered. For these values member states shall establish a corresponding national binding occupational exposure limit value based on but not exceeding the community limit value. That is, a binding limit means a minimum requirement.

Industrial scientists, therefore, hold a very high public trust. There is a need to go beyond the requirements of scientific canons and demonstrate to the lay public that its trust has been upheld. It is the duty of the company to prepare a Major Accident Prevention Policy (MAPP). This will set out the policies for ensuring the safe operation of the plant and the protection of employees and the environment. It will include details of the safety management organisation that will implement the policy.

Although we hope that preventive policies would preclude the need for this kind of alarm system, it is possible that some communities may be moving toward unacceptable limits faster than controls can be imposed.

Night-club and disco staff can also play a key role in drug prevention, and guidelines on dealing with drug issues — as well as proposals for drug-prevention policies — have been issued to club and bar staff in Ireland, the Netherlands and the UK. 

Although there are some biological evidences eg, in carcinogenesis, or in the formation of diseases, the environmental effects have far larger and multiple impact on human health than in countries with long ago established and adequate prevention policy. This is the reason why some surveys have more importance in Central and Eastern Europe and pear to be trivial for examination in the Western world. 

Article 9 of the Workers Statute (the Terms and Conditions of Enqsloymait Act 300,20 May 1970) implied that workers, not as individuals but as a community, were to be active in the implementation process of prevention and safety. Hence the framing of preventive policy is defined within collective agreements.

The goals of pollution prevention complement many of the strategic goals of the United States. It is obvious that the national goals of environmental protection as reiterated in the Pollution Prevention Act are served by this relatively new focus of the environmental movement. However, it is also true that interests of the country s economic competitiveness, health and well-being of the nation s populace as well as its basic science and research capabilities are also beneficiaries of this new pollution prevention policy. It is for these reasons that there is such a widespread support for more environmentally benign processes to be developed throughout all sectors of the economy and the scientific community.
