Safety inspections inspectors

The inspection of equipment in-service and in the process of failure presents a very dangerous problem to the inspector. The corrosion inspector must take the utmost care in such a situation in order to avoid both injuries and contamination of the environment. It is no exaggeration to state that this problem presents a significant challenge to the inspector. An example of this type of inspection is a leaking condensate-storage tank under pressure. In this situation it is important that the operation is shut down before beginning the safety inspection. [Pg.198]

In the United States there are several regulatory, private accreditation, state, and federal organizations that may conduct a safety inspection of the laboratory. First, consider efficiency. Many people incorrectly assume that, in the absence of codes, consumers would be helpless against greedy firms. But without codes, builders would compete on the basis of safety and features, and consumers could hire inspectors to evaluate structural quality (which already happens during mortgage inspections). Builders could also hire firms to certify that their structures comply with best practice (the construction equivalent of Underwriters Laboratories). By Truck. Motor vehicle shipment of hazardous materials is covered in Dept of Transportation Tariff No 11 (Ref 4). Motor vehicle shipment is more complex than rail shipment. A train is made up of many cars watched over by an engineer in front and caboose personnel behind. The engineer is in voice communication with the tower the railroad controls traffic over its route and provides trained inspectors. In contrast, each truck is an independent unit. It has no control over traffic on the public highway and the driver must cope with any situation which may arise. Hence, drivers of hazardous materials are given careful training and detailed instructions, and the vehicle is carefully inspected for safety (lights, brakes, etc) and compliance with local laws (wt limit, etc)... [Pg.286]

Low-pressure tanks. The shell of the tank should be checked for leaks, buckles and bulges and other conditions listed above in item 7. Thickness measurements must be taken at points where corrosion is evident. Special attention should be given to the shell near the bottom on low pressure tanks. Inspectors sometimes find advanced corrosion in that area caused by corrosive soils or trapped water. Tank roofs also require detailed inspections. For safety s sake the inspector must exercise extra care to first establish that the roof will support his weight. [Pg.218]

The ASME code consists of establishing the rules of safety governing the (i) design (ii) fabrication (iii) inspection during construction (materials, design, fabrication, examination, inspection, testing, certification and pressure relief) of boilers and pressure vessels. The rules were formulated to meet the needs and objectives of users, manufacturers and inspectors of pressure vessels. The formulated rules afford reasonable protection of life and property and provide a margin for deterioration in service in the useful lifetime. Any pressure boiler that is fabricated must meet the specifications and, after inspection, it is certified and provided with a stamp of approval. [Pg.178]
