Unfortunately, in the minds of many regulators the word laboratory may conjure up visions of fires, explosions, and highly toxic materials. For that reason, a laboratory planner should be prepared to present the proposed operation in great detail and to answer all questions, even those which may not seem relevant. Any work planned for the future should also be discussed, since the added cost of accommodating for it in the beginning may be just a fraction of what would have to be paid for later modifications. All pertinent facts must be revealed a minor omission could make a big difference in laboratory safety. A laboratory operator who has studied the various rules and regulations with care will have no problem handling such discussions.

Analytical methods, particularly those used by accredited laboratories, have to be validated according to official rules and regulations to characterize objectively their reliability in any special field of application (Wegscheider [1996] EURACHEM/WELAC [1993]). Validation has to control the performance characteristics of analytical procedures (see Chap. 7) such as accuracy, precision, sensitivity, selectivity, specificity, robustness, ruggedness, and limit values (e.g., limit of detection, limit of quantitation). 

The word safety used to mean the older strategy of accident prevention through the use of hard hats, safety shoes, and a variety of rules and regulations. The main emphasis was on worker safety. Much more recently, safety has been replaced by loss prevention. This term includes hazard identification, technical evaluation, and the design of new engineering features to prevent loss. The subj ect of this text is loss prevention, but for convenience, the words safety and loss prevention will be used synonymously throughout.
