Technical teams

The DOE technical team that went to Japan after the accident concluded that, in spite of a relatively strict regulatory regime, human error - a lack of training and adherence to procedure - was the major cause of the accident. The industry must redouble its efforts to train workers and make certain that the rules and regulations are followed.

The committee recognizes and appreciates the extensive support of the Army ACWA team and the committee interactions with stakeholders and the Dialogue group, particularly the four members of the Dialogue known as the Citizens Advisory Technical Team (CATT). The majority of refining companies in the United States have voluntarily entered into Consent Decrees with the EPA to reduce environmental emissions from the FCC unit. Although each consent decree is unique, there are common elements amenable to efficiency improvement throngh industry experience and practice. The consenting companies and the EPA formed a joint FCC Technical Team. The objective of this team is to facilitate implementation of Consent Decrees safely, on-time, and cooperatively while ensnring compliance of Consent Decree limits through optimization and reliability improvements. The FCC Technical Team summarized all the requirements of the various refinery specific consent decrees. All stated technology applications were considered. Figure 14.12 is a summary of stated technology applications across all consent decrees.

Technically, Team Biologies consists of two distinct entities the core group and the cadre. The cadre—consisting of 130 inspectors exclusively concerned with blood and plasma—reports directly to ORA field offices. It was created in response to an Inspector General s audit and functions independently of the core group. The term Team Biologies actually refers to the core group. 

The biocide component will be tailored by a technical team, from a starting point of available products in a particular vendor s range. This biocide component is most usually a dual-alternating, nonoxidizer program, or an oxidizer/nonoxidizer combination, together with a suitable biodispersant. The selection process has been discussed in Chapter 6, and some starting-point selection charts provided (Tables 6.3 and 6.4). 

From this point the analytical department assumes leadership and begins by selecting the analytical technique. The selection process is dependent upon several related factors, including the analyte itself and the level of measurement precision required. Once the technique has been chosen, a suitable method is identified either from modification of an existing method or the development of a new method. Upon successful demonstration of method feasibility, the technical team members, in collaboration with the regulatory professionals, draft a test procedure and a validation protocol. 

The technical team are looking to see if the candidate has a high level knowledge of chemistry and synthetic methodology, an understanding of medicinal chemistry and biochemistry and possibly the particular therapeutic area.

As a minimum about 20 total man-years of experience in the petroleum or chemical industries should collectively be available from the technical team members (i.e. excluding the scribe Ideally 40 to 50 man-years of petroleum, chemical, or related industries experience is preferred. 

With the help and cooperation of standards and model code development organizations, industry, and other interested parties, DOE has established a coordinated national agenda for hydrogen and fuel cell codes and standards. With the adoption of the Research, Development, and Demonstration Roadmap and with its implementation through the Codes and Standards Technical Team, DOE helps strengthen the scientific basis for requirements incorporated in codes and standards that, in turn, will facilitate international market receptivity for hydrogen and fuel cell technologies.

Technical and economic targets were developed for direct hydrogen transportation PEM fuel cell systems and they are indicated along with the status in Table 3, as well as in Appendix A.
